Waterfield Building HVAC Services located at 803 Front Street Norfolk, VA. This is a Sources Sought notice only; it is not a request for competitive proposals. There are no solicitation, specifications, and/or drawings available at this time. This Sources Sought Notice is for informational purposes only to determine the interest and availability of potential qualified contractors. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this sources sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this sources sought notice. ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER WHAT BUSINESS SIZE UNDER THE NAICS CODE 238220. Project Description: The U.S. Army Corps of Engineers Norfolk District requests responses from qualified sources capable of providing maintenance services for HVAC systems located at 803 Front Street Norfolk, VA within the property line of the following buildings: Waterfield Building (Headquarters Building) and Gate House. Services shall include a base year with four optional one-year periods if exercised by the government. As part of the service provided under the terms of this contract, the Contractor shall perform all repairs necessary to prevent a breakdown or failure of a piece of equipment of the system. The Contractor will be required to accomplish repairs which affect operation within 24 hours. The Contractor shall furnish all labor, supplies, equipment, parts, and materials necessary to perform cleaning, maintenance, inspection, repairs or replacements to HVAC equipment, appurtenances, and accessories. The Contractor shall perform inspections on the equipment at not less than monthly intervals. These inspections should be to provide preventive maintenance to increase the life, maintainability, operating capability, and efficiency of equipment or systems. Provide preventive maintenance, manufacturer's recommendations, or recommended industry association standards. Preventative maintenance of systems shall not interfere with building operations. Any maintenance on systems within occupied, or other areas that will interfere with Building operations shall be performed after hours, during weekends or holidays, other times when locations are not being used, or in such a manner that does not interfere with Building operations. The Contractor shall establish a complete quality control program to assure the requirements of the contract are provided as specified. The Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, appearance, and integrity, and shall be responsible for taking such disciplinary action with respect to his employees as may be necessary. The Contractor shall comply with all current OSHA, EPA, US Army Corps of Engineers Safety and Health Requirements Manual and other regulations in performing work under this contract. The contractor is required to comply with all security requirements. It is anticipated that the Government will issue a firm fixed price contract. We are requesting that all interested and qualified small businesses respond to this sources sought notice with a capability statement not to exceed ten (10) double-sided pages. At a minimum, the statement shall include: Offeror's name, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. Offeror's interest in bidding on the solicitation when it is issued. Provide examples of your capability to successfully execute contracts of similar nature by detailing comparable work performed with brief descriptions of a minimum of three similar previous projects performed within the last 5 years (customer name, timeliness of performance, type of work, and dollar value of the project) A statement of the portion, by percentage, of the work that will be self-performed on this project, and how it will be accomplished; include a statement of the number of subcontractors by discipline. Offeror's Joint Venture information if applicable - existing and potential. Offeror's Bonding Capability (bonding level per contract and aggregate bonding level, both expressed in dollars.) Firm's Point of Contact, to include daytime phone number, e-mail address, role in company. NAICS Code: Statement of NAICS 238220 as appropriate, or a proposed NAICS that your firm feels may be more applicable. Please identify NAICS and outline why it should be used. Please only include a narrative of the requested information. Additional information will not be reviewed. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs (ie, 8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned, Etc.). Contractors will be required to submit bonding documents prior to award. Bonding documents are not required for this sources sought. The project is located on federal property at 803 Front Street Norfolk, VA within the property line of the following buildings: Waterfield Building (Headquarters Building) and Gate House. Anticipated solicitation issuance date is on or about Apr. 2024. The base period of performance will be approximately 365 calendar days from Notice to Proceed (NTP) with four optional one-year periods if exercised by the government. The official combined Solicitation-Synopsis citing the solicitation number will be issued on SAM (www.SAM.gov). Since this is a Sources Sought announcement only, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited proposals, and will not accept telephone inquiries.
