The services to be performed and provided consist of the collection, transportation, and disposal of Residential Solid Waste and Single-Stream Recycling from each Residential Unit (except multifamily units as hereinafter defined), within the Township of East Norriton in Montgomery County, Pennsylvania. For the purposes of bidding in response to the invitation to bid approximately 5,200, dwelling units are to be provided with these services. The curbside collection, transportation, and disposal of Residential Solid Waste, and Municipal Single-Stream Recycling once a week for each year of the contract. The bid shall be based on 5,200 Residential Units and shall be made on a per-unit/per-year basis. The bid shall be for a contract term of five (5) years with the option to extend for up to an additional two (2) one-year terms, at the sole option of the Township. Disposal of Residential Solid Waste at waste to energy facilities is prohibited. The successful bidder shall collect all Residential Solid Waste and Single Stream Recycling utilizing automated collection that shall consist of a single operator, side-loading trash or recycling collection vehicle that utilizes a mechanical arm to lift a trash or recycling bin to deposit the trash or recycling into the body of the trash or recycling vehicle. Vehicles which utilize a front-loading, overhead mechanism such as Curotto Trucks are prohibited. Rear loading trash and recycling vehicles are prohibited, other than for bulk trash collection, and collection areas inaccessible to sideloading vehicles. The successful bidder shall submit to the Township a list of streets and addresses inaccessible to side-loading vehicles within 90 days of the execution of the new contract. The Township will, in its sole discretion, approve of streets and addresses which are exempt from the exclusion of rear loading vehicles. Successful bidder shall not permit successful bidder employees to ride on the back of collection vehicles. The successful bidder shall purchase, own, maintain, and issue one minimum 95-gallon bin to each of the Township's residential trash customers. A smaller trash bin shall be made available to any individual resident requesting a smaller bin. All trash bins must be cleaned and deodorized prior to delivery. Bid surety in the form of a certified check or bid bond in the amount of ten percent (10%) of the total bid is required, submitted as an unconditional guarantee that in the event the bid of the bidder is accepted, and the service contract awarded to him or her, such bidder will duly execute the same. The performance of the service contract shall likewise be duly secured by the required performance bond. Prior to the execution of the service contract, the successful bidder will be required to furnish a performance bond for the faithful performance of the contract, effective for the full term of the contract, in an amount equal to one hundred percent (100%) of the total price of the contract and including all option years bid as a part of this contract. The right is reserved by the Township, in the exercise of its sole discretion, to reject any and all bids when such action is deemed to be in the best interest of the Township. The Township reserves the right to waive any non-conformity with respect to any bid or any error with respect to the same which does not constitute a substantial departure from the general and detailed specifications herein set forth. The determination of whether an error or departure is one of substance rests within the sole discretion of the Township.
