The Town of Chelmsford, through its Engineering Division, is seeking proposals from qualified professional engineering consulting firms to develop a watershed analysis for three subbasins, Deep Brook, Black Brook East, Area to Lowell within the Town. Background Chelmsford, incorporated in 1655, is located in northern Middlesex County approximately 24 miles northwest of Boston. The town is approximately 23 square miles in size and has a residential population of roughly 33,800. The majority of the town is residentially zoned with most business and commercial type properties located along the Route 129 and Route 110 corridors. Nearly all of the town has access to the town's public water system which is supplied via several wells. The Town is serviced by 3 independent municipal entities that are formed as water districts as follows: The Chelmsford Water District, North Chelmsford Water District and East Chelmsford Water District. The town is located within two major regional watersheds, the Merrimack River watershed in the northern portion of town and the Sudbury-Assabet-Concord (SuAsCo) River watershed in the southern portion of town. These watersheds are home to many different natural resources. Some of the more significant waters in town include Freeman Lake, Hart Pond, River Meadow Brook, Stony Brook, Beaver Brook and Black Brook. Chelmsford is regulated by the EPA as an urbanized area and is permitted to discharge stormwater runoff to these natural resources through an approved NPDES MS4 Phase II permit. The majority of the town's regulated stormwater discharges are associated with either town owned roadways or town owned properties. PROJECT SCOPE Below is a detailed summary of the anticipated tasks and services required to complete the master plan and should be viewed as the basic project framework. Consultants are strongly encouraged to expand on these tasks where applicable in order to include any additional services that they would consider to be an essential element of a successful Stormwater Management Master Plan. 1) Data Information Gathering Gather and review all applicable information and data available including, but not limited to: existing capital improvement projects, operation and maintenance efforts, regulatory requirements, town-wide water quality issues, stormwater infrastructure inventory, survey site to collect elevation data of flooding areas. Perform a limited amount of field work (as identified by the Bidder) to assess the accuracy and completeness of the current GIS stormwater mapping layers. In field survey of existing known flooding locations as indicated in attachment 2. 2) Tributary Catchment Area Identify and evaluate the tributary catchment area for all three subbasins. Perform a condition assessment of the existing stormwater mapping based on completed field work. The assessment shall utilize the results of the project field work to extrapolate the current accuracy and completeness of the town wide GIS stormwater mapping. 3) Hydraulic Modeling Develop Hydraulic modeling of drainage area to see if the drainage infrastructure is undersized, culverts, pipes, and stream channels. This should include base flow conditions of streams within each subbasin. Modeling of ground water to be identified by the Bidder. 4) Deliverables Prepare and present a DRAFT report to be reviewed by the RFP Review Committee. Based on input by the Review Committee, prepare a FINAL Report for presentation at a Public Meeting. The FINAL report shall include the stormwater assessment, potential solutions, estimated construction costs, and preliminary recommendations for coordination of programs, for organizational changes, and for next steps to implement the plan. 5) Additional Tasks and Services Recommended The consultant shall include and detail any additional work or services that they believe are essential to the completion of a comprehensive Watershed Analysis. 6) Meetings A detailed outline of the type and number of meetings anticipated to complete the project shall be provided. These meetings shall be included in the proposed project fee. The goal and objective of this project is to develop a comprehensive assessment of the area contributing stormwater flow to each site by verifying tributary catchment delineation, determine the volume of stormwater and identify deficiencies in the existing infrastructure as they relate to system capacity. Propose solutions to known flooding issues after assessments have been completed, including estimated construction costs and timeline for completion. To develop a means and methodology for groundwater solution within each subbasin. The final assessment will show a hydraulic model for each site to evaluate whether the existing drainage infrastructure is able to handle the flow from various rain events. The Town of Chelmsford reserves the right to reject any and all proposals, to waive any informality in the bidding process, and to make the award in the best interest of the Town. Responses must be made in accordance with the Instruction to Bidders to be considered. The Town of Chelmsford, Town Engineer will accept two sealed proposals (non-price and price proposals) from each bidder at the DPW Facility, 9 Alpha Road, Chelmsford, MA 01824. Non-price proposals will be publicly opened at that time and later reviewed by a Selection Committee. Preparation and Submission of Bid: Bids shall be made on an unaltered bid form (attached) and shall be signed by the Bidder with his/her business address and shall be delivered to the place mentioned above within the time specified. Bids that are incomplete, conditional, or obscure, or which contain any additions not called for shall be rejected. Where both written words and numerical figures are given, the written words shall apply in the event of conflict. Conditional bids will not be accepted. Bids should be completed for each subbasin, with one bid sheet showing the total of all three. Proposals MUST be submitted in two separate, clearly marked, sealed envelopes as follows: Envelope #1: shall contain the Price Proposal only and be labeled as follows: - "Envelope #1 - Price Proposal" - Name of project: "RFP - Various Watershed Analyses" - Proposers name Envelope #2: shall contain 5 bound copies of the Non-Price Proposal only, in accordance with all submission requirements set forth in the RFP and be labeled as follows: - "Envelope #2 - Non Price Proposal" - Name of project: "RFP - Various Watershed Analyses" - Proposers name No proposal received after the time established for receiving said proposals will be considered regardless of the cause for delay. Bid Acceptance: Bids received prior to the time established for the receipt of bids will be securely kept and unopened. No responsibility will be attached to the Owner for the premature opening of a bid not properly addressed and identified. Any bid may be withdrawn by written request up to one hour prior to the opening of bids. During the thirty-day period following the opening of bids, no bidder may withdraw his proposal. Bid Rejection/Cancellation: The Town of Chelmsford reserves the right to reject any and/or all bids and to waive any informalities if it is in the best interest of the Town. Qualifications of Bidder: The Town may make such investigations as deemed necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the Town all such information and data for this purpose as the Town may request. The Town reserves the right to reject any bid if the evidence submitted by, or investigation of such bidder fails to satisfy the Town that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated herein. Contract Award: Award will take place within 45 business days of the Bid Opening. Record Keeping and Accounting Requirements: The Consultant must make, and maintain for at least six years after final payment, books, records, and accounts which accurately and fairly reflect the contractor's transactions and dispositions; and comply with all Massachusetts regulations. Terms & Conditions The Town reserves the right to accept or reject any or all proposals and parts of any or all proposals for any reason, and to waive any and all conditions or informalities in the terms or requirements of this Request for Proposals if it would be in the best interest of the Town to do so. The method of Contractor Selection has not been Determined at this time.
