The California Department of Food and Agriculture requires a Contractor to provide tree removal and disposal services of huanglongbing (HLB) positive trees detected in San Diego County. Notice of Proposed Award Date to occur within five (5) business days after Opening of Cost Proposal The primary responsibilities of the Citrus Pest and Disease Prevention Division (CPDPD) are the early detection and prompt eradication of harmful citrus pests and diseases from California. This is accomplished through the operation of a statewide detection trapping program, special detection surveys, and prompt eradication response. The primary objective of the emergency project component is to eradicate incipient infestations of serious citrus pests and diseases quickly and efficiently, thereby preventing the establishment and subsequent spread in California. The entire Southern California citrus growing area is under quarantine for Asian citrus psyllid (ACP) Diaphorina citri Kuwayama, and portions of Los Angeles, Orange, San Bernardino, San Diego, and Riverside Counties are under quarantine for huanglongbing (HLB) which is caused by a bacterium Candidatus Liberibacter asiaticus (CLas). When CLas is detected, the infected citrus tree must be removed as quickly as possible to prevent the further spread of the disease. The current rate of HLB detection is approximately forty (40) to one hundred (100) trees per month. The rate of detection has increased substantially in the past year. To accomplish the timely removal of infected trees over large geographical areas in a prompt, professional and safe manner, it is imperative that CPDPD has a tree removal contract in place in Counties where HLB has previously been detected. There is a critical need for tree removal services in San Diego County. Due to the unpredictable nature of HLB detections, CDFA cannot guarantee a weekly minimum number of trees that may need to be removed. Written questions must be received by 12:00 PM PT ..................... January 29, 2024 Questions and Answers will be posted by 5:00 PM PT .................. January 31, 2024 Certified Small Businesses or Microbusinesses can claim the five percent (5%) preference when submitting a proposal on a state contract. To maintain fairness during the bidding process, all questions must be submitted in writing and sent to the Grants and Contracts Unit email (CDFA.Contracts@cdfa.ca.gov) only. The subject line of the email must contain the Bid Number. Bidders must not contact any program staff during the bidding process as this could result in disqualification. Answers to questions received prior to the submission deadline listed above, will be provided via a formal addendum and will be posted Electronically. The term of this contract is April 1, 2024, or upon final/Department of General Services/Office of Legal Services (DGS/OLS) approval, whichever is later, through March 31, 2027. This IFB has participation goals for the Disabled Veteran Business Enterprise (DVBE) Program of three (3%) percent of the total bid cost. Bidders must meet the DVBE requirements in order to be considered a responsive bidder and be considered for contract award. Failure to meet the three (3%) percent minimum will result in your bid being rejected. A copy of the DGS DVBE Certification letter must be included with your bid. The CDFA reserves the right to reject all bids. The CDFA is not required to award an agreement.
