Flooring for Florence County Animal Control. Florence County is seeking sealed proposals from qualified vendors to provide materials, equipment, labor and supervision to perform installation of slip-resistant flooring at the existing Florence County Animal Shelter located at 1487 Humane Ln., Effingham, SC 29541. Question Deadline 03/20/2024 at 3:00 PM ET All questions pertaining to this RFP must be submitted in writing via Offeror Registry SCOPE OF WORK/SERVICES The following pages contain the scope of work/services necessary for the installation of new slipresistant flooring located at the existing Florence County Animal Shelter. Areas of the Animal Shelter where the new floor coating isto be installed are shown on the attached diagram. Floor coating to include at least a 3' portion of the bottom of kennel walls and a 4" portion of the bottom of bathroom walls. All respondents are highly encouraged to schedule a time to visit the site to inspect the facility and the existing floor condition, and to clarify the scope of work and prior to submission of the RFP. Proposers shall view the following information as minimum requirements. The list is arranged into categories based on the Office's current business processes. No weight should be placed on the order of the categories. INSTRUCTIONS FOR OFFERORS 1. Proposals should be limited to no more than Fifteen (15) single-sided pages. The cover page will not be a part of the 15 page limit. Address each criteria stated in this RFP, separating each criteria with a dividing tab (Tabs will not be included in the page limit).Additional supplemental information may be submitted, under separate document labeled "Supplemental Information". 3. Proposals must be valid for a minimum of ninety (90) days. 4. Proposals may be withdrawn by offeror prior to, but not after, the submission deadline date/time. 5. Upon receipt by the County, the proposal shall become the property of the County, without compensation to the offeror, for disposition or usage by the County at its discretion. The County shall have the sole discretion in evaluating both the proposals and the qualifications of the offerors. The County reserves the right to reject any and all proposals and is not bound to accept any proposals, if the proposal acceptance is contrary to the best interest of the County. The particulars of any proposal will remain confidential until a contract is signed with the successful offeror(s). 6. All questions pertaining to this RFP must be submitted in writing via Offeror Registry no later than 3:00 p.m. (EST) on January 25, 2024. Only written questions will be considered formal. Answers to all questions submitted will be posted on the Offeror Registry website. It is the responsibility of the proposer to be look for the addendum to be posted and acknowledge the addendum in the proposal. Each bidder must be registered with Offeror Registry to receive all addendums in conjunction with this project via e-mail. It shall be each bidders responsibility to assure that all addenda have been received. No claim for failure to receive addenda will be considered. 7. Each Offeror shall fully acquaint itself with conditions relating to the scope and restrictions attending the execution of the work under the conditions of this RFP. The failure or omission of the Offeror to acquaint itself with existing conditions shall in no way relieve it of any obligation with respect to the proposal submitted by the Offeror or to any contract resulting from this RFP. 8. The successful Offeror shall be responsible for having taken steps reasonably necessary to ascertain the nature and location of the work, and the general and local conditions which can affect the work or the cost thereof. Any failure by the successful Offeror to do so will not relieve the Offeror from the responsibility for successfully performing the work without additional expense to the County. The County assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or consultants prior to the submission of a proposal or the execution of any contract related thereto, unless such understandings or representations by the County are expressly stated in the Contract Documents. 9. Terms required in the attached Contract are incorporated into all subcontract
