The City of Amarillo is soliciting bids to provide an annual contract for service and maintenance of city owned fire extinguishers and fire prevention equipment. Deadline for Questions: January 29, 2024 All questions and requests for clarification must be submitted to the Purchasing Agent in writing and will be answered by the Purchasing Agent in writing. No questions will be accepted or answered verbally. Except as provided in this section, upon issuance of this RFP, RFQ, or Bid vendors are specifically directed not to contact other City personnel, to include any Engineers or Architects and anyone other than purchasing personnel for answers to questions, clarifications, meeting, conferences, or technical discussions or anything else related to this RFP, RFQ, or Bid. Failure to strictly abide by this policy may result in the immediate disqualification of the vendor from this and other bidding opportunities. Exempted from the no contact rule is the Pre-bid meeting, to which all of the registered vendors are invited. Pre-bid meetings can be either mandatory or non-mandatory. All questions presented at a Pre-bid meeting will be addressed in an aggregated Question and Answer document that will then be provided to all vendors at the same time. If the answers do not change the information published in the original documents, they will be sent a clarification only. If the answers do change the information published in the original documents, they will be sent an addendum. Addendums require signed acknowledgement of receipt of the addendum by signed and submitted with the response to the RFP, RFQ, or Bid. Deadline for Response to Questions:February 1,2024 The City of Amarillo (City) is soliciting a Request for Best Value Bid from respondents who are interested in and qualified to provide the Fire Extinguisher Service And Maintenance Annual Contract. It is the intent of the City to award this bid based on the Bidder that can provide the goods or services at the Best Value to the City of Amarillo. All questions must be submitted at least 10 days prior to the bid due date. All questions will be answered at least 7 days prior to the bid due date. If the questions cannot be fully answered by that time, then, the opening date of the bid will be extended by amendment to allow sufficient time for all questions to be answered and those answers to be provided to all registered vendors. The envelope should clearly indicate a bid is enclosed, the bid number, opening date and Vendors name. An alternate bid must stand alone, be received in a separate envelope that is sealed and contain all the required documentation and addendums as the original proposal requires. Th City intends to obtain the services of a qualified respondent to provide the Best Value For Fire Extinguisher Service And Maintenance Annual Contract Each vendor bears the responsibility of understanding the requirements of the specification and providing compliant material. All questions regarding the specification shall be resolved prior to the submission of a bid. Each proposer is required before submitting their bid to be thoroughly familiar with all the specifications and the general terms and conditions in this package. No allowance will be made because of a lack of knowledge of this document. It is the responsibility of each proposer to ascertain if any part of the specification has unsafe or poorly designated criteria contained in it and thoroughly explain those areas in their proposal. Requesting Fire Extinguisher maintenance for all City of Amarillo active fire protection systems in buildings, including carbon dioxide fire extinguishers, vent hoods, and FM 200 fire suppression systems. All inspections, testing, maintenance will be in accordance with the NFPA standards. Risk Management will provide a location list, number of fire extinguishers, type, and size for every current building using the active fire protection system through our program. If the building is not on the approved list provided, Risk Management will need to approve the fire extinguisher before servicing. Any type of service fee shall be included in the pricing. Respondents may also obtain and register as a vendor with Online and to obtain a copy of the addendum or any other bidding documents. Addendums and clarifications will be posted Online . If a vendor is not registered with public purchase, then all bidding documents will need to be requested through the City of Amarillo Purchasing Office by emailing purchasinq2@amarillo.gov. For vendors that receive copies of bids and correspondence through the purchasing office, addendums and clarifications may be mailed or emailed to the vendors contact information we have on file. The City reserves the right to accept or reject any or all responses or parts of responses, to waive any formalities and technicalities, and to accept the bid that can provide the goods or services at the Best Value to the City. The Bid may be cancelled (in part or in its entirety) at any time with written notice by the City. It is the intention of the City of Amarillo to purchase maintenance, repair, and inspection services under the terms of the successful proposal. The contract shall become effective from the date of acceptance and approval by the City of Amarillo. It will remain in full force and effect for Three (3) years. Upon completion of the term of the original contract and upon the mutual agreement of both parties, the original contract may be renewed for up to two (2) additional one (1) year periods if agreeable to both parties
