INTRODUCTION Region 16 Education Service Center (Region 16 ESC) is requesting proposals to furnish all necessary labor, supervision, materials, equipment, and supplies to satisfactorily perform custodial services at the Region 16 ESC facility located at 5800 Bell, Amarillo, Texas 79109 and the facilities located at 1601 S. Cleveland, Amarillo, Texas 79102, and 1023 N Nelson. This is an "All or Nothing Proposal Award". GENERAL SCOPE OF WORK The following information is provided to assist the contractor in understanding the scope of services needed by Region 16 ESC. Region 16 ESC takes pride in providing an exceptionally clean and safe environment at all times for its patrons and employees and expects the custodial service provider to demonstrate this same pride in their work performed. Proposers and/or their agents shall undertake no activities, action, or contact to promote or advertise their responses to the Region 16 ESC Board of Directors or any Region 16 ESC employee except in the case of the pre-proposal meeting and invited interviews. Violations of this provision will be grounds for disqualification of the proposer. In order to provide potential Contractors an opportunity to walk through the Region 16 ESC facilities where services will be performed under the Contract, a site visit will be scheduled at each location. If a potential Contractor elects not to attend the Site Visit, it will be deemed to have waived any objection based on not having had access to information provided at the Site Visit. In order to provide a forum for questions for all potential Contractors, Region 16 will hold a Contractor's conference at the location immediately following the Site Visit. If a potential Contractor elects not to attend the Conference, it will be deemed to have waived any objection based on not having had access to information provided at the Conference. Region 16 ESC will respond to questions or requests for clarification, submitted in writing by a Contractor regarding this RFP. Region 16 ESC reserves the right to extend this contract for an additional 36 months in 12 month increments beyond October 31, 2022 by mutual agreement between the contractor and Region 16 ESC. Any time during contract, REGION 16 ESC may make changes to the area of service as needed to accommodate construction and or renovations or other factors. REGION 16 ESC reserves the right to enforce the performance in any manner prescribed by law or deemed to be in the best interest of REGION 16 ESC. Each party shall give (30) days written notice in case of cancelled contract under this agreement. Region 16 ESC will consider any deviations in its contract award decision, and reserves the right to accept or reject a bid based upon any submitted deviation. It is understood that the owner reserves the right to accept or reject any or all bids and alternates, and waive all irregularities. It is further agreed that this RFP shall be completed within the time frame set forth and at no additional cost to Region 16 ESC for unexpected or unforeseen circumstances.
