The work consists of providing the necessary labor, materials, equipment, supervision, and plant to construct District SCADA Improvement for Barker-Cypress Municipal Utility District including, but not limited to mobilization, bonds and insurance, permits and all else shown below. Water Plant No. 3: The replacement of existing Autosensory panel; the installation of PLC Panel, HMI and SCADA Server tower; the removal of existing chemical analyzer and the installation of ChemScan system. Lakes of Forest Pine Lift Station: The replacement of lift station control panel with SCADA capabilities, terminal boxes, safety grating, wet well vent flange and screen; the installation bypass pump and self-supporting antenna tower; blast and recoat aboveground piping and generator enclosure. The bidder shall submit a certified or cashiers check on a responsible bank in the State equal to two percent (2%) cashiers check or five percent (5%) bid bond of the maximum total bid amount. Make the cashiers check or bid bond payable to the Owner. Bidder must be capable of executing a satisfactory performance bond and payment bond for 100 percent (100%) of the contract sum in accord with the conditions of the contract. The Owner is not obligated to accept the lowest bid or any bid. The Owner reserves the right to reject any or all bids and to waive any informalities in bids or in bidding. The Owner may accept any bid deemed advantageous. The contract award may include full consideration of unit prices and alternates. No bid may be withdrawn until the expiration of 60 calendar days from the date bids are open. Questions must be submitted electronically. Questions will not be considered after 12:00 p.m., noon, three (3) business days prior to bidding. SCOPE OF WORK A. The Contractor shall procure the services of a Process Control System Supplier (PCSS) to furnish and install all materials, equipment, labor and services, required to achieve a fully integrated and operational system as specified herein, in the Specification Sections listed below, and in related drawings, except for those services and materials specifically noted. 1. Auxiliary and accessory devices necessary for system operation or performance, such as transducers, relays, signal amplifiers, intrinsic safety barriers, signal isolators, software, and drivers to interface with existing equipment or equipment provided by others under other Sections of these specifications, shall be included whether they are shown on the Drawings or not. D. All equipment and installations shall satisfy applicable Federal, State and local codes. E. Use the equipment, instrument, and loop numbering scheme shown on the Drawings and specifications in the development of the submittals. Do not deviate from or modify the numbering scheme without the Engineer's approval.
