Renovation of an educational facility in Smackover, Arkansas. Completed plans call for the renovation of a educational facility.
Construction budget is $150,000-$175,000. A certified Bid Tabulation will be produced and distributed as quickly as is practical following the bid opening. A five percent (5%) corporate Bid Bond or a certified check in the amount of five percent (5%) of the bid shall accompany all submitted bids on construction contracts that exceed $20,000.00 in accordance with ACA 22-9-203. Bidders must comply with all requirements of Contractors Licensing Laws of the State of Arkansas, Act 150 of 1965, as amended, and Arkansas Code 22-9-204 section 3.6(a). A Performance and Payment Bond, equal to the amount of the contract, and issued by a surety approved by the Owner and authorized to do business in the State of Arkansas will be required of the successful bidder. Pursuant to Ark. Code Ann. 22-9-203, the Owner encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups. The Owner reserves the right to reject any or all bids and to waive formalities. Proposals which fail to comply fully with any provision of the Plans, Specifications and other Contract Documents will be considered invalid and will not receive consideration. One proposal for the entire project. Emailed bids are acceptable, provided they are accompanied by an image of the required Bid Bond, and bid is received in the Office of the Architect by the specified time. The Architect will seal the bid in an envelope on behalf of the Bidder. If bid is over $20,000, a Performance and Payment bond will also be furnished by the successful bidder within ten (10) days after receipt of the District intent to award notice. Failure to furnish the required bonds may cause forfeiture of bid guarantee to the owner as liquidated damages. The Performance and Payment Bond will be in the amount equal to 100% of the contract price as security for the faithful performance of this contract price and for payment of all indebtedness for labor and materials furnished or performed in connection with this contract. The bond will be written by a surety company which is qualified and is authorized to do business in the State of Arkansas, according to A.C.A. 22-9-402(a)(b) and filing with said bond, his power of attorney as his authority. The bond will be written in favor of the Owner and executed per Arkansas state law. An original and two (2) copies of the bond must be furnished, with power of attorney attached to each. The District may reject any and all bids and may reject a bid of any party who has failed to perform, been unfaithful and/or delinquent in any former relationship with the District. The District reserves the right to waive any irregularities or formalities in any solicitation or bid response. The District shall be the sole judge as to which bid is best and, in determining that fact, may consider the contractor's business integrity, financial resources, experience, facilities and/or capacity for performing the work. Work shall be fully completed not later than July 1, 2024. Failure to achieve the required completion by that date will result in liquidated damages being assessed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
