The purpose of this Invitation to Bid (ITB) is to solicit competitive sealed bids to This project consists of the construction of automated meter reading facilities and replacement of water meters, meter boxes, and check valves for the City of Groveland., in accordance with this Invitation to Bid, the bid response, the Scope of Work, all Exhibits and all Attachments. Question Deadline:February 20, 2024, 12:00 pm Request for information or questions concerning this ITB, must be submitted in writing through the ProcureNow Question/Answer Tab via the City's e-Procurement portal, on or before, Question & Answer Submission Date by Question & Answer Submission Time. Only those communications that are in writing from the City's Procurement Department on the City's e-Procurement Portal shall be considered as duly authorized expressions on behalf of the City. ITB documents are available on the City's e-Procurement Portal. ITB forms and any additional documents required by this ITB must be executed and submitted via the City's e-Procurement Portal. The Bidder shall review this ITB in its entirety to determine whether the City's Scope of Work, conditions, and requirements are clearly stated. If the Bidder has any questions regarding this ITB, the Bidder must submit such inquiries and requests for clarification via the Question/Answer Tab only. These inquiries or requests for clarification must provide the questions along with the relevant Section(s) of the ITB being questioned by the Bidder. The City will consider only those communications and/or inquiries submitted on or before Tuesday, February 20, 2024, at 12:00 pm EST (the "Question Deadline Date"). The City will consider the Bidder's lack of communicating inquiries or requesting clarifications by the Question Deadline Date to constitute the Bidder's acceptance of all of the conditions and requirements as stated in this ITB and any addenda issued. Unless the City's Procurement Director specifically requests the Bidder to provide additional communications, the City may not accept or consider any of the Bidder's written or other communications and/or inquiries received between the Inquiry Deadline Date and the posting of an award, if any, under this competitive solicitation. To the extent the City determines, in its sole discretion, to respond to any communications, inquiries, or requests for clarification prior to the Question Deadline Date, the City's response will be electronically distributed to proposers following this solicitation on the City's e-Procurement Portal. No interpretation of data, including, but not limited to, surveys, plans, drawings, test results, and similar materials will be made to any Bidder, except for what is provided in this ITB or by written addendum. Bid Tabulation:February 29, 2024 Only written responses to written questions will be considered official, and will be included as part of the ITB. It is the Bidders responsibility to ensure their bid is delivered at the proper time of the bid opening. Bids which for any reason are not so delivered will not be considered. The bid opening shall be public, on the date and time specified in this solicitation. Bid tabulations will be made available through the Citys e-Procurement Portal No bid may be withdrawn after the Bid Due Date/Time. All prospective bidders are strongly encouraged to attend, as, unless requested by the department, this will be the only pre-bid conference for this solicitation. This project consists of constructing automated meter reading facilities and replacing water meters, meter boxes, and check valves. The work generally includes the furnishings of all labor, materials and equipment for the construction, consisting of the following principal items: Seventeen (17) 50-foot antenna towers, 19 AMR antennas and related appurtenances, 6,224 meter boxes and check valves. Water meters, boxes, and check valves are to be direct purchased by the City. See Instructions to Bidders, for information on direct purchase by the owner (City). Contractor shall coordinate with the City of Groveland to determine the meter replacement priority and its location. The City had divided the Sensus meters into zero reads, low reads, moderate reads, and reads over 6,000 gallons. The ideal replacement priority is zero reads, low reads, medium reads, and reads over 6,000 gallons, respectively for Sensus meters. 887 zero read Neptune meters shall be replaced after the complete replacement of 5,337 Sensus meters. The Bid Bond shall be for 5% of the amount bid and shall be submitted with the Bid Submittal. The Bid Bond shall be executed by a surety authorized to do business in the State of Florida and as named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and A.M. Best rated A VIII or better. All bonds signed by an agent must be accompanied by a certified copy of authority to act and indicate that they are licensed to do business in the State of Florida. Certified checks or cashier's checks shall be drawn on a solvent bank or trust company to the order of the City of Groveland and shall have all necessary documentary revenue stamps attached, if required by law. Personal checks are not acceptable to the City. hen the contract amount exceeds $100,000, a Public Construction Bond issued in a sum equal to one hundred (100%) percent of the total awarded Contract, including any allowance and/or contingency, by a Surety company considered satisfactory by the City, as noted above, will be required from the successful Bidder for purposes of protecting the City from lawsuits for non payment of debts as might be incurred during the successful Bidder's performance under such Contract, and insuring the faithful performance of the obligations imposed by the resulting Contract. The Public Construction Bond shall be executed by a surety authorized to do business in the State of Florida and as named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department and A.M. Best rated A VIII or better. All bonds signed by an agent must be accompanied by a certified copy of authority to act and indicate that they are licensed to do business in the State of Florida. The Public Construction Bond must be properly executed by the Surety Company and successful Bidder within ten (10) days after receipt of notification from the City of its award of the Contract. The Contractor shall record the payment and performance bonds in Lake County public records as required by Florida Statutes, Chapter 255.05. Before commencing the work the Contractor shall provide to the Procurement Manager a certified copy of the recorded bonds. No payment will be made to the contractor until the contractor has provided a copy of the recorded bonds. Groveland is a historic rural community in southern Lake County, immediately adjacent to the City of Clermont and the ever-growing Orlando regional marketplace. The City of Groveland is one of Florida's fastest-growing communities; Groveland's population, up 149% from 2010, is 21,712 persons. The Citys small-town feel, natural resources, recreational facilities, and easy access to the Central Florida region and beyond have made Groveland a residential destination for young families and maturing households. A bid shall constitute an irrevocable offer for a period of one hundred twenty (120) days from the bid opening date or until the date of award. In the event that an award is not made by the City within one hundred twenty (120) days from the bid opening date, the Bidder may withdraw their bid or provide a written extension of their bid. The City of Groveland reserves the right, and the Procurement Director has absolute and sole discretion, to cancel a solicitation at any time prior to approval of the award. The decision to cancel a solicitation cannot be the basis for a protest pursuant to the City of Groveland Procurement Ordinance.
