The Glenn County Health and Human Services Agency is requesting proposals from qualified vendors to assist the Department of Behavioral Health (BH) in managing design and construction of a Behavioral Health Facility for Children and Youth, called the Orland Youth and Family Wellness Center funded by the Behavioral Health Continuum Infrastructure Program (BHCIP) Round 4. A more detailed description of the tasks required are defined in the Request for Proposal (RFP). The County of Glenn reserves the right to reject any or all submittals, to waive any informality in any submittal, and/or to not proceed with the project. Thank you for your consideration. Question Deadline 01/26/2024 This RFP solicits proposals to provide project management and construction management services. The selected Proposer to this RFP will be required to deliver the following Scope of Services in the following general categories: Activity 1) predevelopment project management; Activity 2) construction management; and Activity 3) project close-out and transition to operations. These Activities are described in more detail below, with Tasks for each Activity. Activity 1: Predevelopment Project Management Task 1.1: Lead and coordinate with the Development Team (BH Representative and consultants, Grantor Representatives, Consulting Architect, Architect, Engineers, and General Contractor) in completing deliverables and adhering to the project timeline for construction of the Center. Task 1.2: Review design and architectural documents in consultation with the Consulting Architect, Architect, and Engineers to assist BH in making design decisions for the Center. Task 1.3: Manage the construction budget and develop strategies to value engineer cost and accelerate timeline as needed in consultation with the Development Team. Task 1.4: Lead the Development Team in applying for and receiving planning and building permits for the Center. Task 1.5: Manage the contracting process with the General Contractor on behalf of BH, in consultation with the BH representative and consultants, and in alignment with the Center project budget. Activity 2: Construction Management Task 2.1: Lead and coordinate with the Development Team in managing construction of the Center to adhere with the project budget and schedule. Task 2.2: Participate in regular meetings on behalf of BH. Task 2.3: Review and report to the BH representative on construction documents, including RFIs, Payment Requests, and Construction Schedule. Review these documents to assist BH in making design and construction decisions. Task 2.4: Conduct regular site inspections to review construction progress in relation to General Contractor Payment Requests and the Construction Schedule. Task 2.5: Coordinate with the Development Team to problem-solve and make construction period design modifications, and respond to RFIs. Task 2.6: Provide regular reports to BH regarding project progress and budget status, and participate in regular coordination meetings. Activity 3: Project Close-out Task 3.1: Represent BH in reviewing the construction punch list and inspecting close-out progress on the construction site. Task 3.2: Complete inspections to finalize construction of the Center to the satisfaction of BH and issue a Notice of Completion. Task 3.3: Lead the Development Team in securing necessary completion permits to authorize initiation of Center operations. Task 3.4: Manage the transition from construction to operations, including lien releases, warranties, orientation of systems operations for facility management team, utilities startup, and purchase of furniture and equipment. Task 3.5: Coordinate the collection of final as-built construction documents and surveys for delivery to BH.
