Market Research and Sources Sought Notice for information on the capability and availability of potential contractors to perform construction services for the replacement of site underground utilities in Gaithersburg, MD for the National Institute of Standards and Technology (NIST). Purpose: The purpose of this Sources Sought Notice is to acquire information on the number and capability of qualified Small Business and Large Business firms interested in a prospective procurement of construction services for the replacement of underground site utilities for NIST's Gaithersburg, MD campus. This is NOT a solicitation announcement. Accordingly, no contract award will result from this Sources Sought Notice, as it does not constitute a commitment by the Government. Responses to this Sources Sought Notice will be used by the Government in making an appropriate acquisition decision. Background: NIST headquarters campus is located on 579 acres in Gaithersburg, Maryland. The original campus construction dates from the mid-1960s and the entire campus is designated as National Register Historic District. NIST has begun a program to expand and modernize its facilities on this campus as described in the 2018 NIST Gaithersburg Campus Master Plan and Environmental Assessment (available at https://www.nist.gov/ofpm/nist-gaithersburg-master-plan). Existing campus utilities are direct-buried, and underground. The utilities are mostly original to the campus, approximately 60 years old, and nearing the end of their useful life. Some modifications and additions have newer sections. The utilities include: Chilled Water Supply (CHS) & Chilled Water Return (CHR): approximately 6.6 miles of piping. 150-psi Steam (HPS) and Pumped Condensate (PC): approximately 6.2 miles of piping. o 150-psi condensate (HPC) from underground HPS discharges into PC at manholes. Electrical Duct Bank: approximately 17.6 miles. o Power Distribution (Electricity). 13.4kV three feeder spot network system. Signal and Communications. This includes digital information technology (IT), voice, and other systems such as fire alarm, direct digital controls (DDC), security, etc. that use IT infrastructure. 125-psi Compressed Air: approximately 2.3 miles. Natural Gas: approximately 3.9 miles. Potable Water: approximately 8.1 miles. Sanitary Sewer: approximately 5.6 miles. Storm Drainage: approximately 6 miles The Method of Contractor Selection has not been determined at this Time.
