Reference Number AB-2024-00578 Through this Request for Proposal (RFP) process, the Town is seeking proposals from qualified individuals or companies for a Contractor to manage Solid Waste Collection Services for the period of April 1, 2024 to March 31, 2027 with the opportunity for two one-year extensions to the contract. There are approximately 2800 residential dwelling units in the Town of Innisfail's Residential Collection Program. The Town is seeking qualified professionals to provide a high level of customer service. The Town wishes to increase its diversion of solid waste from the landfill and identify ways to increase cost effectiveness. The selected proponent will be required to diligently track and provide information to the Town as specified in the scope of services and follow the regulations laid out in the Solid Waste Management Bylaw. Proponents are invited to submit quotations for ANY or ALL parts of the Request for Proposal. The Proponent shall provide all labour, materials, tools, equipment and incidentals for the automated collection of solid waste, recyclables and organics for residential and commercial properties with the Town of Innisfail. Manual collection proposals will not be considered. The Proponent's responsibilities will include but not limited to the following: Material Streams & Service 1. To Collect and Transport All Residential Waste, Recycling and Organics to a Lawfully Approved Disposal Site and Dispose of It in a Safe and Environmentally Responsible Manner. There Are Approximately 2800 Residential Dwelling Units in the Town of Innisfail's Residential Collection Program (See Map 1). The Current Method of Waste, Recycling and Organics Collection is Automated Front and Rear Lane Collection. Collection Services and Methods of Collection Will Be Based on the Material Streams Described Herein Using Separate Dedicated Trucks. 2. The Frequency of Residential Collection is Currently: Waste: 1 Pick- Up Per Residential Dwelling Per Week Recycling: 1 Pick-up Per Residential Dwelling Per Week Organics: 1 Pick-up Per Residential Dwelling Per Week, May Through October (May Vary Depending on Weather) Commercial Bins: Schedule Varies (Transfer Station, Town Facilities) At the Sole Discretion of the Town Such Frequency May Be Increased or Decreased From Time to Time as Deemed Necessary to Meet Demand. The Proponent May Include Options and Pricing for Alternate Collection Schedules. 3. Payment to the Contractor for the Collection and Disposal/processing of Waste, Recycling and Organics at an Approved Disposal/processing Site Shall Be Based on the Actual Amount of Metric Tonnes Disposed of. 4. To Collect, Remove and Haul for Disposal/processing Residential Waste, Recycling and Organic Material From Each and Every Residential Dwelling Included Within the Town of Innisfail Residential Collection Program. The Proponent May Propose Options or Alternatives for the Following Service Requirements. Collection Services to Be Included: A. Automated Collection of Garbage B. Automated Collection of Recyclables C. Automated Collection of Organics (Year-round), Including Kitchen Waste and Yard Waste D. Processing of Recyclables (Minimum Paper, Cardboard, Plastics, Tin and Aluminum). Expanded Recycling Options Are Encouraged if Deemed Feasible by the Proponent. E. Collection of Garbage, Contractor Waste, Recyclables and Yard Waste From Transfer Station. F. Large Item Collection - Special Collection Spring Event Provided to Those Eligible for Collection Services. Collection Will Be Scheduled by the Administrator for the Duration of One Complete Schedule Rotation Per Event. A Definitive List Including the Number, Size, and Type of Items That Will Be Collected Must Be Included in the Proposal and Agreed Upon by the Town and Proponent. 5. To Provide Bins, Collect, Remove and Haul for Disposal/processing of Commercial Waste From Each Commercial Bin Included Within the Town of Innisfail Commercial Collection Program. This Includes Town Facilities and Select Other Locations. Estimated 11 Locations. 6. The Proponent shall confirm that rear lane collection shall be offered on all properties that currently have rear lane service. Any areas where rear lane service is incompatible with automation the Proponent shall explicitly indicate these areas and the reason for the inability to service from the lane. Where current service is from the front street, this method shall remain. 7. The Proponent is required to repair or replace any cart damaged through the service provided, at no cost to the Town. Carts will be billed to the proponent at the purchased price. 8. To collect, remove and haul for disposal/processing of Commercial Waste from each commercial bin included within the Town of Innisfail Commercial Collection Program. 9. The Proponent shall provide collection services without interruption. 10. The Town welcomes innovative "value added" proposals from Proponents on how the cost of the services can be reduced, customer service improved, and/or the diversion rate increased. Considerations may include, but not be limited to safety, cost, and services quality. The Town, at its sole discretion, may accept or reject value added suggestions or proposals submitted by Proponents. Costs or savings related to value added services shall be assumed to be reflected in the proposal price. 11. Schedule A - Pricing Tables must be filled out for all services the Proponent is able to provide to the Town and included with the Proposal. 12. Proponent will provide a comprehensive list of acceptable and unacceptable list of materials. 13. The Town estimates that the number of residential dwellings eligible for the Residential Collection program will increase by approximately 2% every year for the term of the Contract. The number of Residential Dwelling Units will be updated bi-annually; this information will be provided by the Town of Innisfail Utilities to the Contractor.
