Line #4 Transmission relay replacements 1) Engineering, removal and replacement to be provided at Lucy and Renaissance substations. 2) Review existing drawings to find and correct possible issues. 3) Design will include reusing existing terminal blocks, test switches, and other associated equipment as applicable. 4) Breaker failure functions will be moved to the SEL 421 relays if deemed appropriate to do so. 5) Modify drawings to show new SEL-411L and SEL-421 replacement relay connections 6) Remove existing ABB REL-670 and replace with SEL-411L, reusing the existing fiber optic communication. 7) Remove existing ABB REL-512 and replace with SEL-421. This relay does not have communications-assisted tripping (pilot relaying). 8) Perform all wiring connections and modifications for a complete and operational system. 9) The Vendor will install, test, and commission new SEL-411L and SEL-421 relays supplied by the City of Homestead. In the event of default on an awarded Contract, the successful Bidder shall pay all attorneys fees and court costs incurred in collecting any liquidated damages. Additionally, in the event the successful bidder fails or refuses to complete work in a timely fashion and in accordance with their estimated lead times/mobilization times, the City reserves the right to seek other sources without violating the intent of the Contract. If Contractor does not demonstrate that the City's determination of false certification was made in error then the City shall have the right to terminate the contract and seek civil remedies pursuant to Section 287.135, Florida Statutes, as amended from time to time.
