The plant consists of approximately 15 acres, bound to the South by chain link fence, to the East by chain link fence, to the West by chain link fence, and to the North by the composting and Biosolids storage area. The area includes the Northeast region of the plant and the outside easement on Poplar Street & NE Grant St. (See Picture A below). The Contractor is required with each mowing to maintain grass height around trees, shrubs, antenna guide wires, flowerbeds, fencing, etc. All curbing, sidewalks, and ramps are required to be mechanically edged as needed to maintain width and appearance. All grass observed growing in sidewalk cracks, around stairs, parking lot areas, curbs, etc. is to be mechanically trimmed or chemically controlled. Fence lines in the outlying areas shall have a buffer zone maintained at the common area grass height, and a minimum of 36 inches wide on each side. Chemical edging/trimming is allowed at all fence lines, structures, and buildings not to exceed 6 inches in width from the structure or building, and 12 inches wide centered on the fence line (6 inches from each face of the structure or building). The City of Topeka Water Pollution Control Division (WPCD) is soliciting bids from qualified contractors for the mowing, trimming, edging, weed, and dead shrub removal of location properties. The intent of this bid solicitation is to present a clean and maintained environment for the City of Topeka employees and public at the following locations. The following locations are included in this bid solicitation: Oakland Wastewater Treatment Plant: 1115 NE Poplar Street North Topeka Wastewater Treatment Plant: 1600 NW Button Road Question Deadline 02/08/2024 at 5:00 PM CT Contractors interested in providing these services are required to bid on all properties contained herein. Bids will not be considered unless they contain a cost proposal for each property contained herein. The mowing season for each calendar year and will commence the first week of April and end the first full week of November of each respective year. The season will consist of approximately 40 weekly mowing's. The term of the initial contract is for an eight (8) month period from April 1, 2024 through December 31, 2024 and may be renewed up to two (2) additional one (1) year periods by written agreement of both parties. The Contractor must notify the City 90 days prior to any contract term expiration if the Contractor will not renew.
