The Intent to Bid form submission is not pre-requisite for bidding. Its purpose is to assist in creating the bidders list for addenda issuance(s). The Owner reserves the right to reject any or all proposals. The Owner reserves the right to contract within sixty (60) days following the bid opening. The Owner reserves the right to allow a Bidder to withdraw their bid within 24 hours of bid opening. Bidders cannot withdraw their bid without the written consent of the Owner. Enforcement of the Bid Bond will be at the sole discretion of the Owner, the Owner reserves the right to exercise the Bid Bond or not if a Bidder is allowed to withdraw their bid. If the Owner elects to not exercise their option on the Bid Bond they will do so in writing to the Bidder. The Owner reserves the right to waive any irregularities, reject any or all proposals, in whole or in part or accept any proposals in whole or part, including scope and pricing clarifications made during the Post Bid Interview process that, in the opinion of the Owner, will serve its best interest.
