The Offeror will be expected to perform the services below on an as-needed basis. In all cases, the Offeror is expected to determine which local, state, federal, or other construction/building standards must be considered, and the hierarchy of compliance should more than one applies. Such standards include but are not limited to general industry standards, applicable building codes, zoning standards, historic preservation standards, U.S. Department of Housing and Urban Development minimum property standards, Housing Quality Standards (HQS), Universal Design, City of Cincinnati Vacant Building Maintenance License (VBML) standards, or other standards as required by the applicable specific program requirements and funding source. Program specifics and any additional documentation or standards will be forwarded to Offeror by Project Manager once the Offeror has been selected to serve on a project. The Offeror will be expected to maintain complete project records, including all reports, plans and drawings. The Offeror must have the ability to communicate electronically, via email, in a timely fashion. Offeror must additionally have the capacity to supply records electronically (i.e. scanned or created as a PDF). The Offeror may be asked to produce records at any time before, during, and after construction of a project. The Offeror must provide the Project Manager with an electronic version of all records related to the project at the end of the project. The end of the project will be defined by the Project Manager. While working on a project, Offeror will be expected to notify the Project Manager the intent to utilize the services of independent expert consultants as is necessary, including landscape architect, structural engineer, civil engineer, mechanical engineer, electrical engineer, inspectors (building, electrical, plumbing), or any other professional consultants, as directed, relative to the scope of each project. All work performed by independent contractors will be reimbursed at the standard fixed rate as outlined in this RFQ, unless other arrangements have been made with the Project Manager. The City is requesting statements of qualification within the following functional areas: Architectural Services, Inspection Services, Including Long-term Monitoring The term of this Agreement shall commence on the effective date of the Agreement. The initial term shall be for three years with two optional one-year renewals (for a total of approximately five years). with fee increases in years 4 and 5 made based upon CPI. Question Deadline 01/25/2024 at 12:00 PM ET All questions or requests for clarification must be submitted in writing no later than January 25, 2024, at 12:00 PM ET. Questions and clarification requests may be emailed to Jennifer Sherman at jennifer.sherman@cincinnati-oh.gov The method of Contractor Selection has not been Determined at this time. The City reserves the right to ask for additional information and clarification from or about any or all of the Offerors. The City may require selected Offerors to make an oral presentation of their Statements of Qualifications. The City reserves the right to negotiate the Agreement to include any portion or portions of the services covered by this RFQ. The City reserves the right to reject any and all Statements of Qualifications in total or by components.
