Demolition, site work, new construction and renovation of a warehouse / distribution facility in Tallassee, Alabama. Conceptual plans call for the demolition of a warehouse / distribution facility; for the construction of a warehouse / distribution facility; for the renovation of a warehouse / distribution facility; and for site work for a warehouse / distribution facility.
As of May 20, 2024, information regarding the award and award date has not been disclosed. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Alabama Department of Corrections (ADOC) on behalf of the Alabama Corrections Institution Finance Authority (ACIFA) (Owner) is requesting qualifications from qualified Architectural/Engineering Professionals (Design Professionals) to provide required services for an upcoming warehouse project located in Elmore County, Alabama described in the General Project Information Section. The selected Design Professional (or team of Design Professionals) will be responsible for the Elmore Warehouse Project constructed for use by the ADOC, as Lessee from the Owner. The Elmore Warehouse Project facilities are intended to support the 4,000-bed Specialized Men's Prison Facility campus that is currently under construction. There are two existing warehouse style buildings, adjacent to the Specialized Men's Prison Facility, that will require renovation and adaptation. Each of the existing structures are approximately 20,000 GSF. A Phase I Environmental Site Assessment may be completed as part of this project. One or more existing buildings may be demolished to facilitate the construction of a new warehouse facility to be built within the previous building's adapted footprint at an estimated 20,000 GSF. Demolition and renovation of nearby support structures and new construction of miscellaneous support structures could also be included in this project. Warehouses are to contain storage for goods and equipment by using interior and exterior storage types: interior will be conditioned space and exterior will be covered, but not conditioned. One of the primary storage needs is for canteen/commissary storage which includes food service-related cold storage for perishables. Other types of goods and equipment to be stored include: healthcare and medical supplies, pharmaceutical related materials, mail, and additional canteen/inmate commissary related items. All goods and equipment stored in these secure facilities require logistics and/or movement planning. Specialty consultants to be considered as part of these services include food services, warehouse logistics and any other specialty consultant required for the scope of work. Warehouses will also include administrative office space. Warehouses are to be located outside of the secure perimeter fence adjacent to the facility. Cold storage must be accessible by commercial delivery vehicles. Existing loading dock capabilities may need to be expanded as part of this project. All Requests for Information (RFI) must be submitted in writing to the Single Point of Contact, Carrie Ellis McCollum (ADOC), by email carrie.mccollum@doc.alabama.gov and include in the subject line "Formal Inquiry Related to RFQ Design of the Elmore Warehouse Project." Subsequently all RFI responses will be in writing in an Addendum issued to all firms. Questions and responses to requests for information previously submitted pursuant to the November 9, 2023 RFQ for the Elmore Warehouse are attached and adopted for purposes of this RFQ. The Owner reserves the right to cancel, withdraw, or modify the procurement at any time for any reason. The Owner makes no representation it will enter a final contract with any qualified Design Professional. The Owner reserves the right to terminate the negotiation and initiate negotiations with another organization until fair and reasonable contract terms have been established. The Owner reserves the right to negotiate contract terms with more than one Design Professional including fee. The Owner has the right to reject responses not properly delivered or that contain incomplete information requested herein. The Owner reserves the right to modify the qualification requirements to meet the best interests of the State of Alabama. The method of Contractor Selection has not been Determined at this time.
