Proposals shall be marked "Proposal for Substation Relay Package for Danville's Cyber Park & New Design Substations" All hand-carried proposals are to be presented to the City of Danville Purchasing Office or at the time of the Proposal opening. Cash, Proposal bond, certified check or cashier's check insured by the Federal Deposit Insurance Corporation, made payable to the City of Danville, Virginia, in the amount of five percent (5%) of the total Proposal must accompany all proposals in order to guarantee compliance with the provisions of the proposal. The Proposer's proposal shall specify price, any applicable price terms, approval drawing time, and delivery time. All prices shall be DDP substation site. The Proposer's proposal shall include an outline drawing indicating approximate overall physical dimensions and weight of structures. The City is exempt from sales tax. The Owner reserves the right to waive minor irregularities or errors in the Proposal if it appears that such irregularities or errors were made through inadvertence. Any such irregularities or errors so waived must be corrected on the Proposal prior to acceptance by the Owner. The Owner will evaluate all data provided in the proposal and select the proposal that in the sole judgment of the Owner represents the best value to the Owner. In addition to evaluating price, the following factors will also be evaluated: delivery, proximity of manufacturing facility, amount of experience providing similar size and type packages for substations in the southeastern US. The Owner reserves the right to reject any or all proposals. The Owner will not discriminate against any Proposer submitting a Proposal because of race, creed, color, national origin or handicap.
