RFQ- Comprehensive Parks and Recreation Master Plan Anticipated Notice to Proceed - May 27, 2024 Q/ADeadline 02/16/2024 The Comprehensive Parks and Recreation Master Plan should include the following information and analysis. Alternative services and deliverables may be proposed on evidence
of the need to meet the purpose of the RFQ. SOQ's that do not include all these will not be considered. PROJECT BACKGROUND The Town Council is focused on renovating existing recreational spaces and creating a network of greenways and off-road corridors through the "Everywhere to Everywhere" (E2E) component of the Complete Community Strategy of the 2020 Comprehensive Plan. We seek to create this Comprehensive Parks and Recreation Master Plan to help influence and guide our community to promote our park system for the next ten years. The Parks and Recreation Department started working on the process for accreditation. The COVID-19 pandemic and lack of resources prohibited the department from finishing this project. The department needs a professional to review the information prepared, advise, and assist the department in the completing the application and self-assessment report. This project phase of will be an Appendix to the Comprehensive Parks and Recreation Master Plan. The Town of Chapel Hill requests Statements of Qualifications from qualified firm(s) or a team to prepare a Comprehensive Parks and Recreation Master Plan. The primary purposes of the plan are to identify the current state of the department's facilities, collect citizen input on future needs, identify program trends specific to the Town of Chapel Hill Citizen's needs, and make recommendations for the department's future. The Town of Chapel Hill (further referred to as "the Town") is requesting Statements of Qualifications from qualified firm(s) or a team to prepare a Comprehensive Parks and Recreation Master Plan and assist the Parks and Recreation Department in obtaining National Recreation and Park Association (NRPA) Commission for Accreditation of Park and Recreation Agency (CAPRA). The Town desires to contract with qualified consultants with proven experience developing Comprehensive Parks and Recreation Master Plans to work with Town staff to develop this document and to oversee the completion of the application and the self-assessment report required for the national accreditation through the Commission for Accreditation of Parks and Recreation Agency. The primary purposes of the comprehensive plan are to identify the current state of the department's facilities, collect resident input on future needs, identify program trends specific to the Town of Chapel Hill Resident's needs, and make recommendations for the department's future.
