Type of Award Lump Sum Online Q&A Yes Q&A Deadline 02/07/2024 2:00 PM (PST). The Contra Costa Transportation Authority (CCTA) completed the Innovate 680 Shared Mobility Hubs (SMH) Feasibility Study in January 2023. Three SMHs have been identified as priority for implementation: Martinez Amtrak Station, Bollinger Canyon Road/Bishop Ranch 3 (BR3) in the City of San Ramon, and Walnut Creek Bay Area Rapid Transit (BART) Station. These three SMHs are the limited stops of the I-680 Express Bus, a project that is being developed by CCTA, Livermore Amador Valley Transit Authority (LAVTA) and County Connection. The express bus service is a one-seat ride service that will be operated by LAVTA and County Connection using Fuel Cell Electric Buses. The express bus service addresses a rail gap on I-680 identified in the 2018 State Rail Plan, providing the much needed-connection for travelers on Amtrak's national network, and the Capitol Corridor and San Joaquin routes with regional rail service such as the BART and Altamont Commuter Express (ACE) rail networks. This scope of work includes environmental and engineering services for implementation of these three SMHs. See Exhibit 1 for the Innovate 680 SMH Feasibility Study. SMH #1: Martinez Amtrak Station Martinez Amtrak Station SMH will serve as a regional intermodal hub for Northern California Amtrak/Capitol Corridor, regional/local bus services and active modes. The SMH is located at the west end of downtown Martinez. The community surrounding the SMH consists of residential neighborhoods, regional parks, County governmental offices and buildings, and retail services. The SMH aims to increase transit accessibility; improve transit transfers and customer experience; promote transit, bicycle, and pedestrian access; and provide enhanced placemaking to achieve mode shift for the I-680 Corridor and to support the I-680 Express Bus. Phase 1 CCTA was awarded federal funding for implementation of an initial phase of the Martinez Amtrak Station SMH that includes the elements listed below. The grant funding will cover design and construction of Elements 2 through 5A, and only design and environmental clearance of Element 1: Element 1 (Environmental Clearance and Design Only) - Reconfigure surface parking lot directly south of the Amtrak Station to a Transit Center o Up to 7 sawtooth bus bays by reconfiguring the surface parking o Bus shelters/waiting areas, fare vending machines, WiFi, CCTV cameras, and on-site real-time traveler information systems o Improve the pedestrian pathways to the bus bays o Design of transit-only lane on Marina Vista Ave o Parking spaces for microtransit o Provide amenities for mobile retail services o Provide bus charging infrastructure Element 2: Construct new passenger pick- up/drop-off area o Construct new passenger pick-up/drop-off curb and TNC loading zone in front of the Amtrak Station by reconfiguring existing parking spaces o Relocate ADA spaces Element 3: Implement signage and wayfinding program o Implement signage and wayfinding improvements on and off-site, including parking information and real-time traveler information at locations on and off-site o Implement monument and lighting for on- and off-site locations o Wayfinding design to be consistent with MTC Wayfinding Guidelines Element 4: Implement on-site bike storage, charging, and other bicycle facilities o Construct bike parking and storage for on-site bike facility area o Construct E-bike charging station, bike repair station and infrastructure needed for bike share o Construct plaza and lighting improvements near bike facility area Element 5A: Construct off-site pedestrian/bicycle improvements on Ferry Street o Construct off-site bike facility on Ferry Street o Construct high visibility crosswalks at major intersections along the Amtrak Station and on Ferry Street between Escobar Street and the Amtrak Station Tentative Notice of Intent to Award March 14, 2024 Tentative Contract Award Date May 15, 2024 Tentative Notice to Proceed May 16, 2024 The Notice to Proposers DBE Information, Consultant Proposal DBE Commitment, Good Faith Efforts Form, and Appendix A to Part 26 - Guidance Concerning Good Faith Efforts are attached hereto as Attachment I and incorporated herein by this reference. Appendix A to Part 26 - Guidance Concerning Good Faith Efforts is provided as a reference document to assist proposers in understanding the Good Faith Efforts requirement. Proposers must meet the DBE goal of 22% contained in this RFP or must evidence Good Faith Efforts to meet the goal. The adequacy of proposer's Good Faith Efforts shall be determined in CCTA's sole discretion. Proposers are encouraged to submit a completed Good Faith Efforts form even if proposer is submitting a Consultant DBE Commitment form and believes it has met the DBE goal. Submitting evidence of Good Faith Efforts will protect proposer's eligibility for award of the contract if CCTA determines that the proposer failed to meet the DBE goal for various reasons, e.g., a DBE firm was not certified at proposal opening, or the proposer made a mathematical error.
