The intent of this Invitation for Bid is to accept bids for the renovation of men's and women's restrooms of two (2) City facilities in accordance with the Scope of Work, Project Specifications, Construction Documents, General Conditions of the Contract and Drawings. The project consists of men's and women's restroom renovations at both Petersburg City Hall and Petersburg City Hall Annex. Each building has two (2) restrooms respectively, for a total of four (4) restrooms. The buildings are on the National Register of Historic Places, and as such care has been taken in design to maintain the historic finishes in place, as much as possible. Both buildings will consist of select removal of interior fixtures, casework, and finishes are specified at each location. Modifications to existing mechanical systems include new ductless split air handling units, ductwork, diffusers, grilles, exhaust fans, and low-slope roofing penetrations. Plumbing upgrades include new fixtures, a water expansion tank, a water heater, and piping. Electrical work includes a new panel, fixtures, and wiring. PROJECT LOCACTION: 135 N. This project shall require a Standard Performance and Standard Labor and Material Payment Bond Bids shall be accompanied by a bid guarantee with not less than five percent (5%) of the amount of the bid, and may be certified check or a cashier's check or a Bid Bond made payable to the City of Petersburg. A standard performance bond in the sum of the contact amount conditioned upon the faithful performance of the contract in strict conformity the plans, specifications and conditions of the contract. A standard labor and material payment bond in the sum of the contract amount. The City of Petersburg reserves the right to waive informalities and to reject any or all bids. The contract will be awarded or the bids rejected as soon as reasonably possible, but no later than sixty (60) days after the date of opening of bids, unless period of acceptance is otherwise extended at request of City of Petersburg and agreed to in writing by the bidder, or bidders. The contract will be awarded to the lowest responsive, responsible bidder, who shall be determined by the Purchasing Agent in accordance with the provisions of the City Charter, the City Code, City Council and the laws of the Commonwealth of Virginia. This project must be substantially completed before __6__months from the Notice to Proceed. All bidders interested in responding to this solicitation must certify by signing below that they agree to substantially complete this project on or before __6_months from the Notice to Proceed. Liquidated damages in the amount as set out in the Invitation for Bid and under the provisions contained in these General Conditions shall be withheld by the City of Petersburg and any payment to the Contractor shall be reduced by the full amount of such liquidated damages.
