This project generally consists of installation of approximately 360 feet of 12-inch water main, 975 feet of 8-inch water main, and 70 feet of 6-inch water main along Ransdell Road between East Broad Street (NC HWY 55) to the water valve approximately 100-feet south of Bengal Boulevard. Also included is the installation of new water services including water service lines, meter boxes, meter setters, and fire hydrants, the abandonment of the existing 12-inch, 8-inch, and 6-inch Asbestos Cement water mains, existing water services, as well as the removal and disposal of the existing fire hydrants. The procurement websites will be updated periodically with Addenda, reports, or other information relevant to submitting a Bid for the Project. Bidders must register with and email the Engineer in order to be on the bidders list. All questions related to this project must be received by the Engineer in writing prior to 5:00 PM, February 13, 2024. Questions received after this time will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda, when issued, will be on file at the offices of the Owner and Engineer by 11:00 AM, February 14, 2024. It shall be the Bidder's responsibility to make inquiry as to the Addenda issued. All such Addenda shall become part of the Contract documents and all Bidders shall be bound by such Addenda, whether or not received by the Bidders. Bidders must submit a cashier's check, certified check, or acceptable bidder's bond with their Bid as a guarantee that the Bidder will enter into a contract for the Project with the Owner. The security must be payable to Owner in the amount of 5 percent of the Bid submitted. Contractor must execute the Contract, bonds and certificates of insurance on the forms provided in the Contract Documents. Performance and Payment Bonds are required. The Owner reserves the right to adopt the most advantageous interpretation of the Bids submitted in the case of ambiguity or lack of clearness in stating bid prices, to reject any or all Bids, and/or waive formalities. Incomplete or qualified bids will not be accepted. No bid may be withdrawn for a period of ninety (90) days after scheduled bid opening.
