The LOWER MORELAND TOWNSHIP Board of Supervisors will receive sealed bids for its LONGVIEW LANE BASIN PROJECT. The work includes earthmoving and regrading, installation of pre-cast outlet structures, Udrain, construction in place of weir wall at existing endwall, storm sewer pipe and rip rap aprons. Bids shall be submitted in a sealed envelope and shall be marked clearly as follows: Sealed Bid - Proposal for LONGVIEW LANE BASIN PROJECT. Requirements for a 10% Bid Bond, 100% Performance Bond, and 100% Payment Bond are included in the contract documents. Question Deadline Feb 07, 2024 at 12:00 PM Prevailing state wage rates and Public Works Employment Verification Act will apply on this project. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instruction to Bidders. The Township of Lower Moreland reserves the right to reject any or all bids, and to make such award as appears most advantageous to the Township. Lower Moreland Township will expect the successful low bidding contractor to provide the following services: 1. Demolition - The existing low-flow channel is to be removed. The existing basin outlet headwall is to be removed and temporary erosion control measures implemented during construction. 2. Erosion Control Measures - All erosion control measures described on the design plans will need to be implemented before major excavation commences. 3. Excavation - The project entails the expansion of basin stormwater storage volume. In order to achieve this goal, the basin is to be reshaped in a configuration illustrated on the design plans. All "soil spoil" is to be removed from the property and transported to a suitable location for deposition. It is the contractor's responsibility for all equipment, excavation, trucking and cost for removal and disposal of the slow materials. 4. Earthwork Shaping - The design plans call for the reconfiguration of the basin bottom creating a low flow plunge pool, a low-flow bio filtration area, and high-flow storage area. The contractor will be obligated to create the contour shown on the plan and provide an As-Built Survey verifying compliance with the design plans before further work is undertaken. 5. Temporary Stabilization - Once the basin shape is complete, temporary ryegrass seeding is to be implemented along with erosion control matting as described on the design plans. 6. Inlet Apron Diversion - The plan calls for the creation of a flow diversion device that will redirect minor storm events through the plunge pool and infiltration area. 7. Low-Flow Outlet Piping - A new pipe is to be constructed through the basin berm to manage minor storm events. This scope of work will also include the flared end section, minor regrading, and riprap replenishment at the outfall location. 8. Outlet Structure Number One - A new outlet structure is to be constructed for the lowflow condition. 9. Perforated Underdrain - The bio filtration soils areas are to be fitted with a low-flow perforated underdrain. 10. Riprap Plunge Pool - The area adjacent to the basin inlet distribution boxes are to be fitted with riprap and stabilized as a basin "forebay" 11. Outlet Structure Number Two - A reconfigured main outlet structure is to be placed on the basin outlet. Variable Orifice Control Equipment - The Township has purchased a variable orifice control structure that is to be affixed to the main outlet box. The scope of work will also include the direct burial of electronic cables to the pump station for connection to a power supply. Continuous Monitoring and Adaptive Control (CMAC) hardware - An actuatedvalve-assembly (AVA) (purchased by the Township) is to be installed within the main outlet control structure (OCS). The scope of work will also include the installation of a control panel; a pressure transducer (water level sensor); associated power supply to the CMAC system; wiring connections from the AVA and pressure transducer to the control panel; and site commissioning (system startup) in coordination with the CMAC provider. Burial of the electrical conduits for the CMAC system and pump station are also included as part of this scope. 13. Amended Soils - A 12-inch depth of bio filtration soils pursuant to the design specifications is to be placed in the basin as depicted on the design plans. 14. Landscaping - Design plans include the placement of trees, shrubs, plugs and grasses. This scope of work will require the contractor to implement a landscaping plan by supplying all material, equipment, and manpower to achieve the design intent. 15. Final Stabilization - This scope of work will include the obligation to Hydro seed, with the permanent seed mixture, all basin slopes and areas disturbed by the construction. This scope of work will also include the obligation to repair any concrete curbing, paving or any other damage to the public infrastructure that have been adversely impacted by the construction process.
