The Bidders attention is also called to the Section 3 minimum numerical goals found at 24 CFR Part 135.30 which outlines a goal of 10% of the total dollar amount of all covered construction contracts to Section 3 businesses. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area.
