The City of Palo Alto is soliciting bids from experienced traffic signal and electrical contractors to provide on-call support for minor traffic signal and electrical modification projects. The On-Call Traffic Signal and Electrical Support contractor will assist the City with miscellaneous improvements and maintenance tasks identified as part of operations improvements or as part of infrastructure upgrades. The City hereby provides notice of California Labor Code section 1771.1(a), which reads: A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. Please note: If the City is unable to confirm that the bidder/contractors DIR registration is current, the City may disqualify the bidder in accordance with applicable law including but not limited to Labor Code section 1725.5. The On-Call Traffic Signal and Electrical Support contractor will assist the City with miscellaneous improvements and maintenance tasks identified as part of operations improvements or as part of infrastructure upgrades. Bidders will be required to submit a per unit cost for each of the items in the following sample tasks in these Technical Specifications. The contractor per unit costs will be used as the basis for evaluating the most responsive low-cost bidder and to establish fixed pricing for the first year of the contract. The contract will be in place for up to three years of On-Call support services. The contract will have a funding up to approximately $125,000 per year to cover all requested tasks. As part of the on-call services, a price quote for individually requested tasks will be required prior for approval and notice to start work. The anticipated time of completion is no later than March 15, 2028. Nothing in this provision is intended to bind the City to require commencement of the Work by the preceding time. Any Bidder may submit to the Contract Administrator for this IFB a written request for the clarification of any aspect of the Project Specifications or any other related information, or part thereof, which is a part of the IFB. The prime contractor for this work shall possess a valid State of California Contractors License in the following category or categories: Designate Prime Contractors Required License(s) A, C-10 For all Bids greater than $25,000, Bidders shall submit a Bid security in the amount of not less than ten percent (10%) of the aggregate amount of the Bid including all Bid Alternates. Bid security shall be submitted on or before the Bid due date, in accordance with the Bid Security section of this IFB. Any Bidder may submit to the Contract Administrator for this IFB a written request for the clarification of any aspect of the Project Specifications or any other related information, or part thereof, which is a part of the IFB. Such request shall be submitted electronically via the City's electronic procurement system. Such requests shall no longer be submitted as of 1:00 pm on Tuesday, February 6, 2024. The City shall electronically respond using the online procurement system at least three (3) Business Days prior to the opening of Bids. The City reserves the right to issue an addendum or addenda per the Addenda section of these Instructions to Bidders within this IFB. The City reserves the right to issue a written Addendum or Addenda to the electronic solicitation prior to the bid closing date and time. During the Bid process there may be changes to the Contract Documents, which would require an issuance of an addendum or Addenda. City disclaims any and all liability for loss, or damage to any Bidder who does not receive any addendum issued by City in connection with this IFB. Any Bidder by submitting a Bid waives any and all claims and demands Bidder may have against City on account of the failure of delivery of any such Addendum to Bidder. Any and all Addenda issued by City shall be deemed included in this IFB, and the provisions and instructions therein contained shall be incorporated into any Bid submitted by Bidder. The Plans, Specifications and Scope of Work have been prepared to describe the standard of quality, performance, and other characteristics needed to meet City requirements. In accordance with Public Contract Code Section 3400, unless otherwise specified, the City will accept alternate proposals of a designated material, product, thing, service, or equal, and will determine if such alternate proposals are satisfactory in meeting a mandatory requirement or specification and if the proposed alternate meets the intent of the original mandatory requirement. The City reserves the right in its sole discretion to reject any alternate proposals that do not meet the specifications.
