Renovation of a residential development in Caruthersville, Missouri. Completed plans call for the renovation of a residential development.

The Caruthersville Housing Authority reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the Caruthersville Housing Authority for a period not to exceed Thirty 30 subsequent days from the date of opening Bids, prior to the awarding of the Contract. In accordance with Clause 9 of the Instructions to Bidders, all Bids must be accompanied by a negotiable Bid Guarantee in the form of a Certified Check or Bank Draft, payable to the Caruthersville Housing Authority, U.S. Government Bonds at par value, or a Satisfactory Bid Bond executed by the Bidder and acceptable sureties in an amount equal to Five Percent 5% of the Bid. Failure to submit the Statement of Bidder's Qualification Form, References, HUD Form 5369A, Bid Bond or Other Bid Security, Non-Collusive Affidavit and the Section 3 Business Form shall result in the rejection of the Contractor's Bid. The successful bidder will be required to furnish a Satisfactory Performance and Payment Bond for the full amount of the Contract Price acceptable to the Caruthersville Housing Authority all in accordance with Clause 10, Assurance of Completion, of the Instructions to Bidders. The Caruthersville Housing Authority is a Tax Exempt Agency. Sales tax shall not be included in the Contractor's Bid. The work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1992 as amended. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing and contracting opportunities to businesses owned by or employing low income residents. Missouri law requires that all General Contractors and Sub-Contractors must provide their employees working on Public Works construction projects with a ten-hour OSHA construction safety program, including a course in construction safety and health. The course must be completed within Sixty 60 days of starting work on the project. If the project takes less time than Sixty 60 days, the card shall be available before completion time. Cards must be carried by all workers on site specifying having received this training. This law became effective for all work performed after August 28, 2009. Attention is called to the provision for equal employment opportunity and payment of not less than the minimum wages as set forth in the Bid Package. Federal Wage Rates bound in these specifications shall be the Prevailing Wage. State Wage Rates are not applicable, in that any State Wage Rate that exceeds the corresponding Federal Rate is in applicable and shall not be enforced for HUD Assisted Public Housing.
