Notice is hereby given that the City of Greensburg, Decatur County, Indiana, by and through its Board of Works herein referred to as the Owner, will receive sealed bids for the construction of the 2023-2 Community Crossings Paving Program - Application #13099, also known as Franklin Street Improvements, in Greensburg, Indiana. The contract will consist of the following: All construction and installation of streetscape work as shown in the Franklin Street Streetscape Drawings and Project Manual herein and any other miscellaneous work pertaining to the project work area. (See Technical Specifications). Streetscape improvements will be implemented along one block of N. Franklin Street (east side of the courthouse square) between E. Washington Street and E. Main Street. Components include new pavement, updated lighting and electrical, street trees and landscaping, sidewalks, pedestrian crossings, bumpouts or curb extensions, and site furnishings such as benches, litter receptacles, and bike racks. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the facilities Each bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, which check or bond will be held by the Owner as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time he executes his contract. The bond will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. a. The existing alley intersecting Franklin Street from the east will be milled and overlayed with 2" PCCP. Quantities have been included to account for the milling and overlay, subsurface drainage to connect the existing roof downspouts to the new storm system, pavement patching for conduit installation and a slotted drain to relieve surface drainage at the back of the sidewalk if necessary. The work is to be performed at the direction of the Engineer. b. Restoration improvements at the City Parking Lot, located at the northeast corner of U.S. 421/Main Street and Franklin Street. Quantities have been included to account for new pavement marking and resetting existing parking barriers along proposed concrete sidewalk. City to cover existing markings, Contractor to coordinate. One parking space will be omitted along the building. The work is to be performed at the direction of the Engineer.
