Reference Number AB-2024-00765 The County of Stettler No. 6 invites quotes for the supply price per litre and application price for the 2024 Supply and Application of Asphalt Emulsion Dust Suppressant; meeting or exceeding the specifications for the following approved product: The annual dust reduction program for the County generally consists of residential requests throughout the County with +/- 200m of road treated per location and various County selected road projects. For reference purposes only, the approximate following quantities of asphalt emulsion dust suppressant was purchased by the County in previous years: 2016 - 157,000 litres (25 residential requests, 3 County projects) 2017 - 183,000 litres (30 residential requests, 6 County projects) 2018 - 361,677 litres (27 residential requests, 7 County projects) 2019 - 147,177 litres (14 residential requests, 6 County projects) 2020 - 50,737 litres (8 residential requests, 2 County projects) 2021 - 133,000 litres (10 residential requests, 8 County projects) 2022 - 101,555 litres (13 residential requests, 3 County projects) 2023 - 86,556 litres ( 9 residential requests, 2 County projects) 1 Please Note the Disclosure of Quantities Does Not Hold the County Responsible for Any Minimum or Maximum Amount in 2024, but is for Reference Purposes Only. 2 Actual Program Quantities for 2024 Will Vary Depending on Ratepayer Participation and Product Cost. 3 Supplier to State Any Conditions Regarding Minimum Order or Price Variations Based on Overall Quantity in Quotation. 4 the Contractor Shall Supply a Self-powered Pressure Distributor Capable of Delivering a Controlled and Uniform Application of Emulsion. Distributors Shall Be Equipped With Computerized Controls or Flow Meters in Metric Easily Identifying the Desired Application Rate. Checks Will Be Performed on Site Through Tank-mounted Volume Indicators or Dipstick to Ensure Material Delivery Rates as Specified. 5 the Contractor Must Be Able to Provide the Quantities Applied to Each Application/site at the End of Day. The County Will Provide Traffic Control as Required, Supervision Staff and 3 Graders for Mixing and Spreading. New Applications Are Generally Treated at +/- 3 L/m2 and Subsequent Applications at 1 to 2 L/m2. Contractor to Provide a Distributor Truck Capable to Meter Quantity Control for Application. The County Completes +/- 6 Sites Per Day on Average (Weather Permitting). Daily Supply Required Avg. +/- 30,000 Litres. Provide Any Pricing Conditions Required Including Program Volume Size / Price Restrictions, Weather Delay Conditions, Standby Etc. Please include your price per litre, and application rates / conditions along with: 1 proof of Commercial General Liability Insurance and Auto Insurance for no less than $2,000,000 2 WCB Clearance Letter 3 Certificate of Recognition (COR) or Small Employer Certificate of Recognition (SECOR) issued by the Alberta Construction Safety Association 4 Specifications of proposed product The County of Stettler No. 6 reserves the right to accept or reject any or all quotes and to waive irregularities and informalities at its discretion. The County reserves the right to accept a quote other than the lowest quote without stating the reasons. By the act of submitting its quote, the Bidder waives any right to contest in any legal proceeding or action the right of the County to award the work to whomever it chooses, in its sole and unfettered discretion, and for whatever reasons the County deems appropriate. Without limiting the generality of the foregoing, the County may consider any other factor besides price and capability to perform the work that it deems in its sole discretion to be relevant to its decision, including but not limited to the following: - Previous experience the County has with the bidder - Specifications of proposed product - Experience that the bidder has in successfully completing similar projects
