Leon County, Florida (the County) has developed this Invitation to Negotiate (ITN) for the purpose of soliciting proposals from qualified firms capable of providing a highly reliable, geo-diverse, redundant, user-friendly Next Generation 9-1-1 (NG9-1-1) system. The NG9-1-1 system is comprised of several components including: NG9-1-1 Call Handling Equipment (CHE), Wide Area Networks (WANs), Next Generation Core Services solution (NGCS), and an Emergency Services IP Network (ESInet). These combined components will be designed to provide 9-1-1 services to the Consolidated Primary, Secondary, and Backup Public Safety Answering Points (PSAP). The Primary PSAP provides 9-1-1 call taking and radio dispatch services to the City of Tallahassee and the County. The County primary PSAP will continue to transfer 9-1-1 calls to three secondary PSAP locations: Florida A&M University (FAMU), Florida State University (FSU), and the State of Florida Capitol Police (CAPP). The County Backup PSAP provides for rollover capabilities in the event a high volume of traffic is experienced or if the Primary PSAP is compromised. The NG9-1-1 call handling system implemented in this project MUST utilize a geo-diverse CHE hosted-onsite approach with diverse and redundant WAN layer 2 network connectivity between each host location as well as connectivity to remote secondary PSAP locations. It should be noted that the County is open to a "cloud" CHE solution. The NG9-1-1 Call Delivery system implemented in this project MUST utilize a NGCS / ESInet solution supported by multiple geo-diverse data centers. The ESInet implemented for this project MUST serve as transport utilizing multiple independent carrier paths to the CHE geo-diverse host locations. The new NGCS/ESInet service will replace the existing 9-1-1 legacy call delivery service. The combined components of the new system will be used to answer, process, and direct all calls placed to 9-1-1 within the geographic boundary of the County, as well as transfer to surrounding counties or other 10-digit non-emergency line calls. All system activity MUST be utilized to support the reporting capabilities of a system wide management information system (MIS). The system MUST support a NG9-1-1 network that incorporates all existing NG9-1-1 features, functions, and standards available at the time of this ITN. The County anticipates that a regional (or state) level WAN or ESInet will be implemented in the future that will interconnect regional and individual PSAPs. System considerations should be made by the vendor to account for this future need. The fully realized County 9-1-1 network may incorporate redundant connections to other regional WANs or ESInets including Florida 9-1-1 Region 1 to the west. The County network may also provide accessibility to other surrounding counties as well as the State of Georgia if appropriate, when they develop the infrastructure for the connections. The County desires to purchase a NG9-1-1 system that will support its requirements as outlined in Attachment A: Requirements and Expectations from a single Prime Contractor (the Proposer) who will furnish all equipment and services required to install and optimize a fully operational system. It should be noted that the County reserves the right to purchase any required computer hardware, operating system software, transport circuits, or database management systems directly from its own sources. Attachment A: Requirements and Expectations provides the minimum requirements for the NG9-1-1 system. Proposers are strongly encouraged to provide a system that anticipates future technology enhancements. This document is not intended to provide details that will focus the proposed solution toward any specific method or technology. The Proposer should provide their products and solution(s) configured in a manner consistent with the latest NG9-1-1 standards of the Association of Public Safety Communications Officials (APCO) and the National Emergency Number Association (NENA).
