Currently, the wastewater treatment plant operates two mesophilic anaerobic digesters. The sludge undergoes pressing and is then applied at the City farm as Class B biosolids for application on the city farm field. In 2023, a consultant conducted a study of the digesters and proposed upgrades for the system. It was determined that the digesters needed upgrading, prompting a loan request of approximately $8 million from the Department of Ecology for the upgrades. The planned Capital Improvements Project (CIP) will involve the rehabilitation of the existing digesters, installation of new digester gas mixing systems, replacement of boilers, and replacement of the gas holder. The consultant shall design and obtain permits for wastewater plant digester upgrades. The upgrades will include a minimum of new boilers, new digester mixing, new digester overflow, and a new gas storage bubble. A digester system evaluation report will be available upon request. The project is funded through city and ecology loan funding. Work performed under the contract will be on a time and materials basis with a negotiated not-to-exceed amount. The City of Walla Walla, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and the Related Statutes, issued pursuant to such Acts, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of religion, race, color, national origin, sex, sexual orientation, gender identity, age, disability and low income in consideration for an award.
