Currently, the wastewater treatment plant operates two mesophilic anaerobic digesters. The sludge undergoes pressing and is then applied at the City farm as Class B biosolids for application on the city farm field. In 2023, a consultant conducted a study of the digesters and proposed upgrades for the system. It was determined that the digesters needed upgrading, prompting a loan request of approximately $8 million from the Department of Ecology for the upgrades. The planned Capital Improvements Project (CIP) will involve the rehabilitation of the existing digesters, installation of new digester gas mixing systems, replacement of boilers, and replacement of the gas holder. The consultant shall design and obtain permits for wastewater plant digester upgrades. The upgrades will include a minimum of new boilers, new digester mixing, new digester overflow, and a new gas storage bubble. A digester system evaluation report will be available upon request. The project is funded through city and ecology loan funding. Work performed under the contract will be on a time and materials basis with a negotiated not-to-exceed amount.
