Site work, paving, outdoor lighting and new construction of a mixed-use development in Normal, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; for outdoor lighting for a road / highway; bridge / tunnel; for the construction of a water / sewer project; and water / sewer project.

The Town of Normal is seeking Statements of Qualifications from professional engineering service companies interested in providing construction engineering services for the Underpass Project at Uptown Station in Normal, Illinois. The proposed project will include the construction of a pedestrian underpass crossing below the Union Pacific Railroad tracks. This grade- separated pedestrian crossing will connect the proposed North Plaza and South Plaza, providing a recreational crossing for the Constitution Trail and safe access to the south side of the railroad tracks for the Uptown Station Amtrak passengers. PROJECT DESCRIPTION The Underpass Project will include improvements beneath the tracks, a pump station, a new North Plaza, and a new South Plaza. Work beneath the UPRR tracks includes the underpass, a combination precast and cast-in-place reinforced concrete box culvert. Track outages, in coordination with UPRR staff, will be required to complete the work necessary to construct the box culvert which spans the entire width of their right-of-way. Due to the depth of the underpass, a pump station will be constructed in the South Plaza for stormwater management. The new North and South Plazas provide a connection between Uptown North and Uptown South. The Constitution Trail is routed through both plazas, utilizing the underpass as the connection point. The North Plaza will have a small event space adjacent to the Children's Discovery Museum and the South Plaza will have a performance space with tiered seating and performance lighting. Both Plazas will receive new landscaping and decorative lighting. The list of improvements also includes, but is not limited to, utility relocations, stormwater management, storm sewers, sanitary sewer relocation, watermain relocation, an irrigation system, security cameras, retaining walls, decorative seat walls, and the reconstruction of an Amtrak platform with a canopy. This project will be constructed using a combination of federal, state, and local funding. Funding support will be provided by the Federal Railroad Administration (FRA) through a BUILD Grant and the Illinois Commerce Commission (ICC) through Rebuild Illinois and Grade Crossing Protection Funds. The selected firm will be responsible for tracking and documenting participating and non-participating construction pay items eligible for each funding source. The project will be administered by the Public Works & Engineering Department of the Town of Normal. The Town Engineer will be responsible for the procurement, management, and administration of consultant services. The preliminary estimated cost of construction for the improvements is approximately $24.5 million. SCHEDULE & INSTRUCTIONS TO RESPONDERS Questions regarding this RFQ should be submitted in writing on or before Tuesday, January 23, 2024, at 5:00 PM CST. Questions should be submitted via email to klieb@normalil.gov with a subject heading of "Underpass Project at Uptown Station RFQ Question". Questions should not be submitted via phone or to other employees of the Town. Answers to relevant questions submitted before the deadline will be answered via addendum electronically on or before January 29, 2024. Interview Notifications February 12, 2024* Interviews February 15-16, 2024* Design Firm Selection February 22, 2024* Anticipated Design Contract Approval by Town Council March 18, 2024* Targeted Construction Completion Fall 2025** Selection will be in accordance with The Brooks Act, (40 USC 11) and the FHWA's requirements for Procurement, Management, and Administration of Engineering and Design related Services (23 CFR 172) to promote open competition by advertising, ranking, selecting, and negotiating contracts based on demonstrated competence and qualifications for the type of engineering and design related services being procured, and at a fair and reasonable price. The evaluation criteria and weighting for this project is as follows: technical approach - 20%, firm experience - 15%, specialized expertise - 10%, staff capabilities (prime/sub) - 45%, and workload capacity - 10%. The method of Contractor Selection has not been Determined at this time.
