The City of Lancaster ("City") is a charter city located in northern Los Angeles County. Incorporated in 1977, the City is governed by a five-member City Council whose members are elected at-large, and operates under a Council/City Manager form of government. The Lancaster Housing Authority ("LHA") is a public body corporate and politic, formed pursuant to the California Housing Authorities Law (Cal. Health & Safety Code 34200 et seq.), dedicated to the community's effort to revitalize neighborhoods and foster economic development, as well as to provide quality, affordable housing. The City of Lancaster is an incorporated city of 170,150 residents located in northernmost Los Angeles County, approximately 45 miles as the "crow flies" north of downtown Los Angeles. Separated by the San Gabriel Mountains from the greater metropolitan Los Angeles area, Lancaster is an approximate 1.25-hour drive from central Los Angeles, accessible from major freeways, including I-5, SR-14 and SR138 LHA is releasing this Request for Proposals (RFP) to solicit proposals from qualified real estate developers ("Proposers") and to select a single developer or a Development Project Team from among Proposers to enter into a Disposition and Development Agreement (DDA). It is intended that the selected developer(s) will enter into a DDA for the entire approximately 67 acres of LHA-owned land located in the southern half of the primarily vacant property roughly bounded by Avenue H, Avenue H-6, Sierra Highway, and Fig Avenue in Lancaster, California ("Subject Property"), whereby the LHA authorizes the developer(s) to acquire the land in order to design, construct, and operate an affordable housing community. Specifically, LHA seeks proposals from qualified parties for a development on the Subject Property that creates a vibrant neighborhood which complements its surrounding area and will provide much-needed housing to working Lancaster families and/or seniors. LHA envisions that this project will increase the City's stock of "missing middle" ownership and rental housing targeted to the needs of local workforce households earning no more than 80% AMI. This document outlines the background information, requirements, selection process and documentation necessary to submit proposals in response to this solicitation. Responses must conform to the requirements of this Request for Proposals (RFP). The LHA reserves the right to waive any minor irregularity in any proposal or reject any proposal that does not comply with this RFP. To be considered, Proposals must be received at the address below no later than Monday, February 12, 2024 at 2:00 pm PST. Late proposals will not be considered. The box or envelope must also be clearly marked on the outside with the words: Proposals Enclosed: RFP #817-24, 66.8-Acre Affordable Housing Development Opportunity at Sierra Highway and Avenue H (HNR-4); ' Proposers may submit written questions to the Lancaster Housing Authority via email to bidinquiries@cityoflancasterca.gov. Questions must be received prior to 2:00 pm on February 5, 2024. Answers to all questions will be posted February 7, 2024
