In addition to rights established elsewhere in this RFP, Metropolitan reserves the right to: 1. Reject any or all proposals; 2. Permit the substitution of ineligible sub-consultants/subcontractors listed in a proposal if the work to be performed by the sub-consultant/subcontractor is for two percent (2%) or less of the proposed project; 3. Confirm at any time during the solicitation process that the Respondent is able and responsible to perform the requested services in the manner desired, taking into consideration information in the proposal, any interview conducted, or additional information acquired by Metropolitan; 4. Select the proposal most advantageous to Metropolitan; 5. Verify all information submitted in the proposal; 6. Withdraw this solicitation at any time without prior notice; 7. Decide not to award any contract to any Respondent responding to this RFP; 8. Award its total requirements to one Respondent or to apportion those requirements among two or more Respondents as Metropolitan may deem to be in its best interests; 9. Negotiate the final contract with any Respondent(s) as necessary to serve the best interests of Metropolitan; 10. Amend the RFP Metropolitan has initiated a project to upgrade the Chiller Plant and HVAC System Equipment at the Union Station Headquarters building. Metropolitan Headquarters Building's original central plant cooling equipment was installed in 1997 when the building was constructed. The central plant equipment provides comfort cooling to the building through the use of several chillers, open-loop cooling towers, closed-loop cooling towers, and air handler systems. The Chillers and open-loop cooling towers typically have a lifespan of 10 to 25 years and the existing equipment in the building is no exception. Costs to maintain the aging, obsolete, and inefficient equipment continue to increase. The existing closed-loop cooling towers and air handlers are also original to the building with a life expectancy of approximately 20 years. Metropolitan requires the services of Consultant(s) to perform preliminary design for the upgrade work at Union Station Headquarters building. This project aims to rehabilitate, upgrade, and improve infrastructure reliability and flexibility. A complete description of the scope of work is provided in Section 2. As appropriate, Metropolitan will respond to questions for clarification of this procurement or proposal. Answers to questions will be posted on Metropolitan is Eprocurement system and/or an addendum will be issued for material information or changes to the RFP. Requests for documents or information unrelated to clarification of this specific procurement or proposal are not within the scope of this Q&A tool. Contact with Metropolitan personnel other than the method listed above, regarding this RFP, may be grounds for elimination from the selection process. 1. Based on your understanding and recommendations, Respondent shall submit a not-toexceed cost proposal to deliver all the services requested under this solicitation. Respondent shall provide sufficient detail / description in its cost proposal for Metropolitan to evaluate the overall quality of the proposed service. 2. Metropolitan may accept and incorporate the submitted cost proposal as part of the award/agreement process without further negotiations or, alternatively, use it as the basis for negotiations. Consequently, Respondents are encouraged to provide their best pricing. 3. Respondent shall use Attachment D to complete and submit its project budget. The number of columns for the staff titles and number of subconsultants can be added or subtracted at the respondent discretion. Additional tasks can also be added as the respondent sees necessary for the project. 4. Respondent shall use Attachment H to complete and submit its hourly fee schedule for additional related services that may be ordered.
