PROJECT NARRATIVE: The Illinois Department of Natural Resources (IDNR), Division of Architecture and Engineering, is seeking bids to complete the removal and replacement of an existing clay storm sewer near the concession building at Illini State Park in LaSalle County. The park has been experiencing flooding of the concession building area due to failure of this clay storm sewer. SCOPE OF WORK: This project is to remove the existing 10" clay storm sewer pipe that has failed and replace with a 30" HDPE storm sewer pipe, sized to accommodate future drainage improvements. Additional work will include excavation, grading and shaping, installing a concrete gutter, replacing two CMP culvert pipes that are blocked and failed with new HDPE pipe, installing a new drainage structure to connect existing storm sewer from concession are and parking lot, backfilling all pipes, and landscaping. IMEG Project No: 19000789.35 PROJECT SPECIFICATIONS & REQUIREMENTS: A. Project Specifications: 1. Herein after the terms "Owner", "Ownership", "Department", "Engineer", or any derivatives of such, shall mean the Illinois Department of Natural Resources or its designated representative and the term "Contractor" shall mean the entity who proposes to perform the work herein described or its designated subcontractors. 2. Once all construction is complete, the contractor is required to clean-up and dispose of all construction debris at an authorized off-site disposal facility. Excavated material must be disposed of off IDNR Property per EPA requirements. 3. Environmental Requirements: Weather Conditions: Proceed with work only when existing and forecasted weather conditions will permit work to be installed in compliance with manufacturer's recommendations and when substrate is completely dry. 4. The contractor shall be required to abide by all site regulations and work with the Regional Engineer and site staff regarding working hours, staging areas and securing the work site. The contractor is required to secure all necessary permits and be OSHA compliant. 5. Construction Inspection - Any work performed without the presence of an Owner's designated representative to inspect said construction shall not be accepted for payment as directed by the Owner. Contractor shall notify Ownership a minimum of 24 hours in advance of the start of construction or the continuation of construction following a pause in work. 6. If, in the opinion of the Contractor, any part of the Specifications or Drawing(s) does not comply with the laws, codes, regulations, and specifications; that matter shall be referred to the attention of the Architect/Engineer for a decision before proceeding with that part of the work. There shall be no changes in the Drawing(s) and Specifications made without the approval of the Architect/Engineer. 7. The contractor will follow the attached documents. 8. This project will include any traffic control and protection needed to properly delineate the working areas and protect the public from potential construction hazards. 9. All work shall be paid for at the total contract Lump Sum price, which shall include all labor, equipment, and materials necessary to complete the work described herein, in the plans, and special provisions. The awarded Contractor shall also provide a breakdown of the work items as detailed in the attached Contractor's Schedule of Values. Quantities are provided for the Contractor's general reference only and will not be measured separately for payment. Duration Bids shall be good for ninety (90) calendar days after the Bid Opening Date. Prevailing Wage Rates This contract [or agreement] calls for the construction of a "public work," within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. ("the Act"). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current "prevailing rate of wages" (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. The Illinois Department of Labor (IDOL) publishes the prevailing wage rates on its website. IDOL revises the prevailing wage rates and the contractor/subcontractor has an obligation to check the IDOL's web site for revisions to prevailing wage rates. For information regarding current prevailing wage rates, please refer to IDOL's website. All contractors and subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage requirements and notice and record keeping duties.
