The work includes: services necessary to repair railroad spur tracks managed by the Port of Seattle to meet Federal Railroad Administration (FRA) Standards for Type-I railroad. The Port of Seattle (Port) owns track on multiple sites including containers, terminals, industrial and commercial properties, and right of way (ROW) locations. The Port may also extend its interests beyond Port properties to include rail systems in which the Port has control. A majority of the work anticipated for this contract will occur at the Port's Terminal 5 and Terminal 91 properties. The services of this contract are to include, but are not limited to the following: 1. Rail gage corrections, repair of loose track and joint issues, repair of failing or non-operating switches, repair of out-of-calibration switches, repair/replace bent track sections, replace unsuitable railroad ties, repair/replace broken track sections or components, repair/replace turn-out sections, repair/replace components of cross-overs, Weld build-up of frogs, switch points and other damaged or worn track features, repair/replace bonding connections, repair/replace crossing systems, Remove/replace or grind asphalt as needed to conduct work and or repair interference with rail operation, asphalt cutting and patching, sub-base repairs as a component of track work, railroad ballast replacement and corrections, perform preventative maintenance, switch repair, derailer repair, and perform track inspections. Prevailing wages for all work performed pursuant to each work authorization must be the prevailing wage rates in effect at the beginning date for each contract year. Intents and affidavits for prevailing wages paid shall be submitted annually for all work completed within the previous twelve-month period of the unit priced contract. Performance and Payment bonds will be required with the Contract. Each bond shall be in the full amount of the contract sum. The contract will last one (1) year, 365 calendar days, from the official contract award date, which is the date the Port of Seattle signs the Agreement, or until the contract amount is depleted, whichever comes first. This contract contains an option to extend the contract time up to 12 months beyond the original contract completion date.
