Renovation of an educational facility in Albany, New York. Completed plans call for the renovation of a educational facility.
The work generally consists of removal and replacement of control panel and equipment to include electrical improvements as detailed in the project plans. For scope and complexity, similar work is defined as seeking a qualified contractor to repair various chillers / cooling towers on the University campus and affiliated properties. The scope of work includes but is not limited to: Hinman Hall chiller will have the compressor replaced. To replace the compressor, the chiller will be lifted from its penthouse location to be repaired on the ground and then reinstalled afterwards. Replace University Union chiller in its entirety. University Union chiller 2 needs refrigerant leaks repaired. C4 Dining Hall chiller 2 needs refrigerant leaks repaired. Gannett Cooling tower and chiller needs rehabilitation, as further described in the General Requirements, Description of Work. The University requires all work to be completed by June 30th of 2025 6% for SDVOB participation for this solicitation. EEO Contract Goals 10% Minority Labor Force Participation 10% Female Labor Force Participation For purposes of this solicitation, the University hereby establishes an overall goal of 30% for MWBE participation, 7% for Minority-Owned Business Enterprises ("MBE") participation and 23% for Women-Owned Business Enterprises ("WBE") participation (based on the current availability of qualified MBEs and WBEs). Science 3 chiller #1 was installed in 2020. After 2 years of operation, #2 refrigerant circuit developed multiple leaks through various connection points. The contractor shall provide materials and labor to perform the following work: o Perform a comprehensive cleaning, resurfacing, re-gasketing of all connections on #2 refrigerant circuit. Attached is the equipment submittal for reference. o Provide materials and labor to perform all repairs per manufacturer's recommendation using all OEM approved parts. o Recharge refrigerant circuit per manufacturer's specifications. o Conduct post repair leak detection, verify chiller performance under load. o Provide a two-year material and labor warranty against leaks in repaired areas and malfunction of chiller components affected by the work. Science 3 chiller repair shall be performed between October 1 st and April 30th(outside peak cooling season). Base Bid 2 - UU Chiller #2 UU Chiller #2 was installed in 1998. Leaks have been detected in several locations. The contractor shall provide materials and labor to perform the following work: o Perform a comprehensive cleaning, resurfacing, re-gasketing of all connections on the refrigerant circuit. o Perform all repairs per manufacturer's recommendation with OEM parts. o Recharge refrigerant circuit per manufacturer's specifications. The University will supply refrigerant for this repair. o Conduct post repair leak detection, verify chiller performance under load. o Provide a two-year material and labor warranty against leaks in repaired areas and malfunction of chiller components affected by the work. UU chiller #2 repair shall be completed prior to August 1st, 2024. Base Bid 3 - UU Chiller #3 UU Chiller #3 is an air-cooled unit installed in 1998. This unit is at the end of its service life and will be replaced under this project. The contractor shall provide materials and labor to perform the following work: Disconnect, remove and properly dispose of the existing chiller following environmental regulations on refrigerant recycling. o Supply and install a new 70-ton air-cooled chiller. Reconnect all electrical and chilled water piping connections. Below are acceptable chiller manufacturers for this replacement unit: 1. Trane 2. Dunham Bush 3. York o Conduct post installation test, verify chiller performance under load. o Provide a two-year material and labor warranty against leaks and defects due to workmanship. Provide a 5-year warranty on the compressor(s). The staging area to crane in / out heavy equipment from UU rooftop is highly congested during spring and fall semesters. UU chiller #3 replacement construction schedule requires close coordination with the University's campus activities. Base Bid 4 - Hinman Dining Hall Chiller #1 Hinman Dining Chiller #1 is a Daikin air-cooled unit installed in 2020. One of the two screw compressors suffered internal damage and needs to be replaced. The contractor shall provide materials and labor to perform the following work: o Supply and install a replacement compressor. Reconnect all electrical, refrigerant and chilled water piping as necessary. o Filter and clean the refrigerant from this circuit to removal all contaminant from the previous damage. Flush circuit and replace filter media before startup. o Recharge #1 refrigerant circuit per manufacturer's specifications. The University will supply refrigerant for this repair. o Conduct post installation test, verify chiller performance under load. o Provide a two-year material and labor warranty against leaks and defects due to workmanship. Provide a 5-year warranty on the replacement compressor. Unless the repair work can be performed while the unit remains in service (using the second refrigerant circuit / compressor), the repair work of Hinman Dining Hall chiller #1 shall be done between November 1st and April 15th (outside cooling season). Install new pressure and temperature sensors (including new wiring back to the controller) on the compressor inlet guide vanes. o Replenish hydraulic fluid for the inlet guide vanes. o Remove the original chiller control panel. o Supply, install and program a new chiller controller compatible with the OEM equipment. The new controller shall have a touchscreen operator interface. Acceptable controller manufacturers are: 1. Micro Control Systems (MCS) 2. McQuay (updated by OEM) o Integrate chiller controls with owner's Siemens building automation system (tied back to BAS field panel using BACNet MS/TP communication protocol) o Recharge refrigerant circuit per manufacturer's specification. The University will supply refrigerant for this repair. o Replace the obsolete VFD on the compressor motor based on manufacturer's recommendation. o Conduct post installation test, verify chiller performance under load. o Provide a two-year material and labor warranty against leaks and defects due to workmanship. The repair work of Gannett chiller #1 can be done during any time of the year. Bid Alternate 2 - Gannett Building Cooling Tower (2-cell) The cooling tower on Gannett building rooftop is an Evapco unit built in 2005. The structure of the tower is sound but some components are showing signs of weathering. The contractor shall provide materials and labor to perform the following work: o Remove and replace nozzles on cell 1 & 2 o Remove and replace grommets that serve distribution lines for both cells. o Install new sump heater contactor for cell 1& 2 o Remove and replace restricted fill media. o Clean and prepare tower joints that are leaking and apply polyamide epoxy coating. o Remove and replace inlet air louvers and reuse stainless steel frame. o Remove and replace all electrical disconnects. o Add new rubber pipe flashing (witch hat) at roof penetration where none currently exists. o Verify tower operation. The repair work of Gannett cooling tower can only be done between November 1st and April 15th (outside cooling season).
