The city of grand rapids is seeking bids for reconstruction of hall street from madison avenue to eastern avenue and water main abandonment in adams street from paris avenue to eastern avenue and water main in paris avenue from adams street to hall street. Bids will be on the basis of unit prices as listed on the Bid Form, and must be submitted using the e-bidding system. All forms, information, and specifications are available for download free of charge in Bid. This work consists of Water main replacement, Abandoning transmission water main, road reconstruction, minor storm upgrades, ADA upgrades The City's Mission Statement and Sustainability Vision Statement, defines the purpose of the Equal Business Opportunity (EBO) - Construction Policy and Administrative Guidelines (1) provide equitable access to do business with the City; (2) encourage involvement in the City's Sustainability Vision Statement themes; and (3) enhance the growth, development and participation of small and emerging businesses to perform on City construction contracts. The successful bidder for the above project may not discriminate against any employee or job applicant in any matter related to employment because of actual or perceived color, race, religion or creed, sex, gender identity or expression, sexual orientation, national origin, genotype, age, marital status, familial status, medical condition, disability, height, weight, or source of lawful income and the successful bidder will be required to insert that provision in all subcontracts relating to the project. The successful bidder will be required to have a policy regarding Drug Free Workplace and certify to the City that this policy is in place. The successful Bidder (and specific subcontractors) will be required to sign Certification Regarding Debarment, Suspension and other Responsibility matters Affidavit; to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246 of September 24, 1965, as amended, and to comply with the Davis-Bacon Act, the Copeland (AntiKickback) Act, and the Contract Work Hours and Safety Standards Act, as well as the Disadvantaged Business Enterprise Program as is indicated in the Contract Documents. Any contract awarded under this Invitation to Bid is expected to be funded in part by a grant from the Department of Environmental Quality/Drinking Water Revolving Fund (DWRF). Neither the United States Government, nor any of its departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest. Interpretations - All questions about the meaning or intent of the Bidding Documents shall be submitted to the Engineer in writing. Replies will be issued by Addenda, delivered to all parties, recorded by the City as having received the Bidding Documents. Questions received less than 5 business days prior to the date for opening of Bids will not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Substantial Completion Date: October 25, 2024 Final Completion Date: November 8, 2024
