FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Geraldine L. Kemp at Geraldine.L.Kemp@usace.army.mil . OVERVIEW: The U.S. Army Corps of Engineers (USACE), Seattle District, requires rehabilitation of the Chief Joseph Dam Powerhouse drainage and unwatering sump, pumps, motors, and controls. The work includes replacement of piping and valves, installation of new pumps, controls and removal of the existing pumps and controls. Incidental work includes replacement of a jib hoist, installation of a monorail hoist, replacement of sump lighting, and improvements to the sump access, including removal of existing and installation of new ladders, platforms, and hatches. The following is a list of the major items of work included in the scope of work. The work includes but is not limited to the following modifications to the existing components and systems: General Work Mobilization and Demobilization Demolish Pumps and Piping Demolish Control Systems and Breakers Demolish platforms, ladders, hatches, concrete, and structural systems for the tailrace discharge valve, drainage sump access, unwatering sump access, pump discharge valve support catwalk, and dry sump discharge valve access. Clean unwatering pipes and dispose of waste material. Clean sump and dispose of waste material. Mechanical Systems Work Design, fabrication, installation, and testing of three 75HP vertical turbine pump assemblies including motor, mounting, sole plate and grout pad, vacuum breaker, packing gland, column shafting, bowls, and impellers. Replace isolation and check valves, piping, and pipe connections in both the dry and wet sumps. Design, fabrication, installation and testing of submersible pump cross sump transfer system including rail mounting system. Install monorail and hoist for supporting access and maintenance to the cross-sump transfer. Replace dry sump drainage system including piping and a submersible pump. Replace 16" flow control piping and supports in unwatering sump. Remove and replace jib hoist and associated equipment and systems to uprate capacity. Controls Work Supply, Installation and commissioning of comprehensive pump control systems including relays, terminal blocks, and circuit breakers, soft starters, ultrasonic level sensors, resistance temperature detectors, machine condition monitoring, and float switches for new pumps, equipment, and systems. Structural Work: Design, Fabricate, Install platforms, ladders, hatches, foundations, and structural systems. Furnish all labor, equipment, and materials to design and provide seismic restraints for new systems and equipment. Concrete coring for new pipes through existing sump walls. The magnitude of this construction contract cost is between $5,000,000 and $10,000,000. A Request for Proposal (RFP) will be issued to interested contractors using the Best Value Trade-off (BVTO) method for trade-offs between non-price factors and price. The resulting contract will be a Fixed-Price Contract, representing full payment for the clearly defined work. Solicitation number W912DW24R0025 will be posted to the sam.gov website on or about 8 April 2024. The solicitation will be a Request for Proposals. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. The NAICS code for this procurement is 237990. Other Heavy and Civil Engineering Construction, and the associated small business size standard is $39,500,000 in average annual receipts. The solicitation will be issued as Unrestricted. A site visit will be offered within approximately 2-3 weeks after the solicitation is made available via sam.gov. Refer to the solicitation for details regarding the site visit. The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the SAM website at www.sam.gov under the subject solicitation number. NO CD's OR HARD COPIES WILL BE AVAILABLE. Offerors are responsible for checking for any update(s) to the Notice/Solicitation. IMPORTANT NOTICE: All contractors proposing on Department of Defense (DoD) solicitations must be registered in the System for Award Management (SAM) database prior to award of a contract. Contractors are encouraged to register as soon as possible. All new contracts can be made ONLY to contractors who are registered in SAM. This requirement applies to all DoD contract awards. ACCESS TO SITE VISIT FOR FOREIGN NATIONALS: Processing request for visits by Foreign Nationals can take up to 30 business days to complete and may impact the Contractor's ability to attend if the paperwork is not approved before the site visit. It is highly recommended that each company plans to have a U.S. Citizen attend the site visit on their behalf. Non-U.S. Citizens and U.S. Citizens wishing to attend the site visit must complete the Request for Visitation Authority form (included in this announcement as an attachment) and submit either a scanned color copy of either the participants passport picture and signature pages or front and back of a driver's license as soon as possible but no later than noon Pacific Time on 8 July 2024 so it can be processed by USACE Security. The site visit is tentatively scheduled for 6 August 2024 at 1:00 PM Pacific Time.
