Purpose and Description of Services Contractor shall furnish all labor, materials, tools, equipment and incidentals necessary to load, haul and dispose of manure and bedding material from the livestock barns, Cavalcade of Horses stables or other designated locations, during the annual California State Fair, and for the horse racing backstretch area for the State Fair Thoroughbred Horse Racing meet, on the grounds of the California Exposition & State Fair (Cal Expo). 1. Equipment: Contractor shall be expected to employ at a minimum the equipment listed below. Cal Expo must be satisfied that adequate and appropriate equipment is owned by or will be available to prospective contractors. Prior to award of contract, Cal Expo may require a prospective contractor to furnish information substantiating the availability of such equipment. a. Ten (10) double-axel tractor truck combinations, having minimum capacity of 100 cubic yards each, and including covers necessary for transporting of materials; and b. Two (2) clamshell loaders; or c. Other equipment that will complete the removal of manure and bedding according to the specifications of this contract. NOTE: If bidder proposes to use a removal process other than one which exclusively employs the equipment listed above, bid must be accompanied by a description of such process, a history of its successful use, and a list of the equipment to be used. 2. Contractor shall assume full responsibility for repairs to all equipment and shall keep equipment in good working order at all times during the term of the contract. 3. Contractor is required to submit daily reports of material removed to designated Cal Expo representatives for Livestock/Cavalcade and Horse Racing for approval and signature. 4. Contractor shall be fully responsible for public safety and control, including pedestrian and vehicle traffic, while performing services under this contract. Contractor shall provide all labor, materials, tools, equipment and any other safety devices as necessary. All measures enacted by the Contractor, or any particular device requested at a certain location by Cal Expo, shall be approved by Cal Expo without relieving the Contractor of his responsibility for public safety and control at that point or any other location. 5. Contractor shall be liable for damage to Cal Expo's property and said damage shall be replaced or repaired to the satisfaction of Cal Expo. 6. Contractor shall conform to use of the premises in a manner so as not to cause interference with rights and privileges of any other contractor, exhibitor or concessionaire of Cal Expo and shall cooperate with Cal Expo and/or other contractors responsible for related activities such as refuse pick-up, insect control, etc. 7. Contractor shall have a qualified representative available to Cal Expo at all times. Said representative shall be responsible for operating requirements and schedules. 8. Contractor's personnel shall, at all times, comply with all operational rules and controls set forth by Cal Expo. Contractor shall furnish, upon request by Cal Expo, a complete list of personnel used in the completion of this contract, along with their experience in performing the job related to this contract. 9. Contractor is advised that all personnel requiring entry to the backstretch areas of the horse racing facilities during a race meet may require licensing by the California Horse Racing Board. 10.Contractor shall be responsible for securing all permits and licenses and shall observe all federal, state, and local laws, rules and regulations applicable to the services performed. 11.Recycling: Under this agreement no used bedding materials hauled off Cal Expo grounds may be used in landfill operations. All materials shall be sent to an approved recycling operation. Contractor shall supply Cal Expo with receipts for each load hauled indicating the amount, type of waste, destination, and type of recycling operation, i.e., composting. Receipts shall be grouped and sent to Cal Expo's Recycling Coordinator at PO Box 15649, Sacramento, CA 95852. This documentation is audited by the California Integrated Waste Management Board (CIWMB). Contractor shall indemnify Cal Expo against any monetary penalties assessed by the CIWMB for non-compliance based on any audit of materials supplied by the Contractor under the terms of this agreement. 12.Events: Services are required for the following events. a. State Fair Thoroughbred Horse Racing Meet 1) Services are required in the racetrack backstretch area July 1, 2024 through August 31, 2024. 2) The material to be removed will include horse manure and bedding (straw and shavings) Questions due February 6, 2024, 5:00 PM
