Dorchester County, hereinafter the County, requests letters of interest and proposals containing qualifications from all interested surveying and/or consulting firms experienced in providing surveying services on an as-needed basis to provide support to County staff on various projects. Detailed scopes of service will be determined on a project-by-project basis. Successful Offeror(s) should be capable of providing all services outlined herein. A. Establishing project survey control, establish Best Fit Existing Roadway Alignment (ERA), conduct courthouse research, field survey detectable property monuments, develop property strip map, develop existing road right-ofway, develop digital terrain model (3D) based on breakline data and cross sections, survey planimetric (2D) data, supplement aerial mapping data, survey drainage features (outfall ditches, creeks, and rivers), survey existing storm drainage structures, survey gravity sanitary sewer manholes with connectivity, survey wetland boundaries, prepare wetlands exhibit, perform new and existing right-of-way staking, survey location of geotechnical bore holes, maintain appropriate traffic control for survey projects, survey railroad corridor (to include flagger, insurance, and encroachment permit), survey bridge structures. Provide boundary surveys and exhibits for ROW/Easements as directed. B. Deliverables can include: One (1) digital copy of Planimetric survey data (2D) in Microstation format, One (1) digital copy of Topographic Breakline data (3D) in Microstation format, One (1) digital copy of Digital Terrain Model in Microstation format, One (1) digital copy of all courthouse Deeds, Plats and Property Ownership records, One (1) digital copy of signed and sealed Wetland Exhibit survey, One (1) digital copy of signed and sealed Survey Control Data sheet(s), Digital file name conventions will follow the County survey manual specifications. C. Surveying services will be provided in accordance with the County's standards and The Standards of Practice for Land Surveying in South Carolina. These services must be under the direct supervision of and certified by a registered South Carolina Professional Land Surveyor. A more detailed scope of services will be determined on a project-by-project basis as they are assigned under a work order or task order. Size and description of firm. Identify the needed resources specific to this project and how those resources will be secured for the project. Identify and describe the prime consultant and any sub-consultants which comprise the proposers team. State the services to be provided by the prime consultant and each of the sub-consultants. Identify the location of the office(s) which will be involved in the delivery of the projects. Limited to one (1) side of one sheet of paper. This chart must include the names of the key individuals selected for this project, their roles on the project, the names of the consultant by which they are employed, and the lines of communication, to include functional structure, levels of management and reporting relationships for key individuals, and major functions to be performed in managing and designing the project. It shall also indicate the people who will be points of contact with County. Proposers should state their commitment and ability to be readily available and responsive to the County. Proposers should describe the location and availability of staff who will be assigned to work on the County's projects. A complete description of current staff project assignments and their expected completion date should be provided to substantiate claimed availability. Provide a list of References who have personal knowledge of the prime consultant's and the subconsultant's, if applicable, previous performance. Provide three (3) client references each for both the prime and the sub-consultant(s), if applicable. The references must include verified addresses, email addresses and telephone numbers, contact persons, and a brief description of services that have been provided like those described for this contract. References shall be shown on separate sheets. SCDOT standards and references shall apply to all services and projects unless otherwise approved by the County. The County may require that Open Roads Designer be used for the design of individual projects if deemed to be in the best interest of the County and the project. Work awarded under this solicitation includes projects that are being administered by County and funded by other governmental entities pursuant to an IGA or LPA agreement between the County and the governmental entity. In those cases, a separate agreement between that governmental entity and the Consultant will be prepared and administered by County to cover the services. The County reserves the right to reject any and all Qualification Statements and is not bound to accept any Qualification Statements, if the Qualification Statement acceptance is contrary to the best interest of the County. The County reserves the right to waive or modify any information, irregularity, or inconsistency in applications received, request modification to applications from any or all offerors during the review, negotiate any aspect of the application with any firm and negotiate with more than one firm at the same time. All Qualification Statements shall be evaluated using the same criteria and scoring process. A Notice to Proceed will be in the form of a purchase order after the successful Proposer has executed the Contract and has submitted acceptable performance and payment bonds (if applicable) to the County as well as other submittals specified herein as required to be delivered before the Notice to Proceed is issued. All deductibles or self-insured retention shall appear on the certificate(s) and shall be subject to approval by the County. At the option of the County, either; the insurer shall reduce or eliminate such deductible or self-insured retention; or the proposer shall be required to procure a bond guaranteeing payment of losses and related claims expenses.
