INTRODUCTION The City of Compton (City) is inviting proposals from qualified firms with specific expertise in video inspection of municipal sanitary sewer collection systems. The City of Compton's sewer collection and delivery system is comprised of approximately 147.1 miles of piping, ranging in size from 4" to 24". The piping is connected via 2,899, 4-ft. diameter manholes. Compton's sewer flows entirely by gravity with a few siphon locations. The City would like to complete cleaning all 147.1 miles of sewer within a three (3) year period. The City has an ongoing contract with the Los Angeles County Sanitation District (LACSD) for the collection and treatment of its sewer. There are 101 connections to the LACSD. Most of the existing system has been constructed in the 1940's and 50's. The sewer system provides service to the City's population of approximately 95,000 commercial customers. The existing sewer system is being operated and maintained by the City's Public Works Street Maintenance Department. The City's sewer collection system serves areas that are supplied by water service through the City of Compton Water Department, Park Water, Golden State Water Company, City of Long Beach Water, Sativa Water and California Water Service companies. The selected firm will be required to provide the necessary sewer system cleaning and video inspection services, document, log and provide comprehensive sewer system documentation per National Association of Sewer Service Companies (NASSCO) standards. The objective of these cleaning and inspection services is to remove foreign materials from the lines and restore the sewer to a minimum of 95% of the original carrying capacity. Equipment shall be able to clean sewer mains that are located in the streets, street right-ofway's and off-road easements. The services described herein are needed for a period of three (3) years with the option of two (2), one (1) year contract extensions. The selected firm must be available 24-hours per day, seven (7) days per week, and able to respond on-site within two (2) hours for emergency call outs. SCOPE OF WORK The selected firm must have demonstrated experience in Closed Circuit Television (CCTV) video inspection of municipal sanitary sewer collection systems and the provision of asneeded emergency spot CCTV video inspection services within a two (2) hour emergency call our timeframe. All CCTV operators shall be NASSCO certified by passing the three-day Pipeline Assessment and Certification Program (PACP). The methodology of evaluation, data collection and reporting criteria used for the NASSCO certification shall be followed for all CCTV inspections. The scope of work will consist of both routine and emergency services, as needed. Routine work may include: Repairing sewer lines Sewer stoppage/blockage Replace storm drain Installing new service laterals Installing new sewer lines Replace and install manholes, catch basins and other structures Additional work necessary for completion such as, dewatering, bypass pumping and other associated work Restoring properties and landscaping damaged during the course of routine activities, typically asphalt or concrete repair Routine activities occur during the City business hours (7:00 a.m. - 3:30 p.m.), Monday through Friday. Emergency work examples include: Repairing sewer and drainage lines or service breaks Emergency services can occur 24/7, including weekends and holidays. City staff will expect Contractors to appear on the project site within a two (2) hour period of being notified and respond on time without providing a prior written quote for work to be performed. The Contractor is expected to supply sufficient manpower and equipment to provide service in a timely and professional manner. PREVAILING WAGE AND SB 854 REQUIREMENTS This project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations (DIR). No contractor or subcontractor may be listed on a proposal for a Public Works Project submitted on or after March 1, 2015, unless registered with the DIR pursuant to Labor Code, Section 1725.5, unless one of the limited exceptions for proposal purposes only listed in Labor Code, Section 177(a), applies. No contractor or subcontractor may be awarded a contract for work on a Public Works Project (awarded on or after April 1, 2015) unless registered with the DIR pursuant to Labor Code, Section 1725.5. For additional information, refer to California Labor Code Compliance; Labor code Sections 1720, 1813, 1860, 1861 and 3700. When preparing your Request for Proposal (RFP), please address all components listed below: Section 1: Work Plan: A statement of your understanding of the work and detailed description of your approach to implement all of the items listed under the Scope of Work. Section 2: Organizational Chart: A chart identifying the key personnel assigned to this work, including the name of the project manager and person authorized to execute the contract on behalf of the proposer, including the work load of the project manager and key team members and their availability to complete the tasks listed under the Scope of Work. Section 3: Schedule and Deadlines: A comprehensive schedule for the completion of tasks outlined in the Scope of Work, to reflect the time frame or period for each and a total timeframe for completion. Section 4: Firm Qualifications: Identify a minimum of four (4) projects completed for municipal sanitary sewer collection systems within the past five (5) years. Section 5: References: Provide a minimum of four (4) references for similar assignments for other agencies. Section 6: Proposer's Industrial Safety Record and approach to safety. Also, identify the number of OSHA violations within the last five (5) years. Section 7: Complete "Exhibit A", Price Sheet and "Exhibit B", Fee Proposal Sheet and return with your proposal. Section 8: Provide any additional information you believe will be helpful to assist in the review of your proposal. Include any attachments, exhibits, or reports which you feel will help us to gain a better understanding of your firm's ability to provide this service to the City of Compton. Your proposal must respond to and conform to the Sewer System Cleaning specification listed in this document. Failure to comply with these or any other requirements listed in this notice will invalidate your proposal.
