Site work and paving for a mixed-use development in Lawndale, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of March 7, 2024 this project was awarded to Sequel Contractors Inc. with the awarded amount of $1,989,418.32. Description of work: The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required in the Plans, Specifications and Contract documents for said project. The work will take place in the City of Lawndale. The scope of work consists of pavement improvements, pavement resurfacing, removal and reconstruction of damaged PCC sidewalk, curb and gutter, cross gutters, driveway approaches, ADA curb ramps, utility adjustments, traffic loop replacement, replace traffic signing, thermoplastic striping and pavement markings, traffic control and all appurtenant work. Contractor shall dispose the removal material to a legal dump-site. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The work will take place throughout the City of Lawndale at the following locations: 1. Mansel Ave. from 147th St. to 145th St. 2. Grevillea Ave. from 159th St. to Manhattan Beach Blvd. 3. 159th St. from Grevillea Ave. to Hawthorne Blvd. 4. 147th St. from Condon Ave. to Grevillea Ave. 5. 154th St. from Condon Ave. to Hawthorne Blvd. 6. 163rd St. from Grevillea Ave. to Freeman Ave. 7. 166th St. from Hawthorne Blvd. to Prairie Ave. 8. Firmona Ave. from Marine Ave. to 147th St. 9. Grevillea Ave. from 145th St. to Rosecrans Ave. 10. Kingsdale Ave. from Marine Ave. to 147th St. 11. 167th St. from Hawthorne Blvd. to end west of Firmona Ave. 12. 14909 Grevillea Ave. (Digout) 13. 15443 Grevillea Ave. (On 156th St., Digout) 14. 15811 Osage Ave. (Digout) 15. 15818 Osage Ave. (Digout) The estimated cost of the above-described work is $2,537,000. . Bidders shall have an active Class "A" license from the Contractor's State License Board, a minimum of 5 years of applicable experience and 5 recently completed similar public works projects, at the time of submitting bid. Completion of work: Contractor shall achieve Substantial Completion of the entire work within 80 working days from the date Notice to Proceed is issued. Substantial Completion is achieved when the work has progressed to the point where, in the sole opinion of the Engineer, the work (or specified part) can be utilized for the purposes for which it is intended, and unperformed or incomplete work elements are minor in nature. Contractor shall achieve Final Completion within 30 [or 60] working days of Substantial Completion. Final Completion is achieved on the date specified in the Notice of Completion issued after the Contractor has performed all work and provided all submittals, including executed Maintenance Bond and all releases, as required by the Contract Documents and the City has accepted the work. State Labor Standard and Wage Requirements: The Contractor and its subcontractors must comply with all prevailing wage laws applicable to the project, and related requirements contained in the Contract Documents. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by Director of the State of California Department of Industrial Relations, are available at website and are on file at the City of Lawndale Department of Public Works, 4722 Manhattan Beach Boulevard, Lawndale, California 90266.The City will make copies available to any interested party on request. The successful bidder must post the applicable prevailing wage rates at the Site. The Contractor and its subcontractors shall furnish electronic certified payroll records directly to the Labor Commissioner (aka Division of Labor Standards Enforcement). The City will deduct a five percent (5%) retention from all progress payments as specified in Section 7-3.2 of the Standard Specifications for Public Works Construction. The City in accordance with Public Contract Code Sec. 22300 shall permit the substitution of securities for any moneys withheld by a public agency to ensure performance under a contract. If the Project includes the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations which are five feet or deeper, the bid shall include, as part of the lump sum bid, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to all applicable safety laws, rules, regulations and orders. If the Bidder to whom the Contract is awarded fails or neglects to execute and deliver all required Contract Documents and submit to the City all required bonds, insurance certificates, and other documents within the time set forth in Section 15 of the Instructions to Bidders. Those who only view and/or print the bid schedule or specifications from the City's website will not be added to the City's Plan Holder List for this project. To be included on the Plan Holder's List for this project, a prospective bidder must provide the firm's name, address, telephone number, fax number, a contact person, and a valid email address to the City Clerk's Office at 14717 Burin Ave. Lawndale, CA 90260. It is not required to be on the Plan Holder's list; however, any addenda will be sent via email only to those who are on the Plan Holder's List. Addenda will also be posted on the City website. Receipt of any Addendum must be acknowledged by the bidder on the form and included in its submitted Proposal. Questions Prior to Opening Bid Questions regarding documents, discrepancies, omissions, or intent of specifications or drawings, shall be communicated to the City Engineer, in writing, at least ten (10) working days prior to opening of bids, to provide time for issuing and forwarding an addendum should the City consider an addendum necessary. The City will not be responsible for oral interpretation of the specifications and drawings. Wage Rates This is a federally assisted construction contract. Contractors and/or all subcontractors shall pay prevailing wages in accordance with Davis-Bacon and Related Acts at rates not less than those indicated in the "Notice to Contractors Inviting Bids" section of these specifications.
