Improvements to the road, including asphalt pavement surfacing and upgrades to culverts and drainage, are desired. The road is in a generally flat area and has experienced intermittent flooding related to snowmelt entering small irrigation ditches/culverts, particularly related to frozen ground conditions. There was a significant flooding event in March 2018 that impacted surrounding properties. It is anticipated that culverts and drainage ditches will need to be upsized to help mitigate this flood risk Specific work items include Topographic survey of the site within the road right-of-way as needed for road and drainage design. (LiDAR data from 2015 is available in DEM format.) o Engineering design for asphalt surfacing and drainage improvements. o Hydrologic and Hydraulic study to analyze culvert sizing. Preparation of plans, technical specifications, contract documents and bid item list suitable for construction contract bidding utilizing Engineers' Joint Contract Documents (EJCDC) template and Wyoming Public Works Standard Specifications. Documents shall detail the proposed improvements to the road, including asphalt paving and drainage improvements. Plans shall include plan and profile sheets and any necessary details in 11x17 format. o Construction cost opinion based upon bid item list. o Assisting with construction bidding process o Construction administration and construction staking are not part of this RFP, but could be added as an amendment to this contract after design and bidding are completed and the project construction scope and schedule is well defined.
