The Work under this Project consists of the free bubble oxygenation (FBO) System to include a flow manifold, supply piping, buoyancy piping, diffusers, and anchors. The project generally includes all services, supplies, materials, and labor for the installation and start-up of an FBO System that will connect to a Liquid Oxygen Storage and Vaporization System supplied by others. Together these systems will oxygenate the Western Branch and Lake Prince reservoirs. The Owner is requesting bids for the construction, installation, and start-up of the FBO System. Question Submission Deadline: February 14, 2024, 3:00pm Question Response Deadline: February 21, 2024, 3:00pm Questions regarding the IFB must be submitted through electronically. G. Late Bids: It is the responsibility of the proposer to ensure that the Bid is received by the due date and time. No Bids will be accepted after the due date and time. Late Bids will not be considered. H. Non-discrimination: The Owner does not discriminate on the basis of race, religion, color, sex, national origin, age or disability, or against faith-based organizations on the basis of such organization's religious or charitable character. BID SECURITY A. Within 30 calendar days of notification, the apparent successful proposer shall submit to the City a Bid Security or certified check made payable without condition to the City of Norfolk Department of Utilities in the amount of 5 percent of the proposer's Total FBO System Cost (Item 1 in Schedule of Prices), as described herein. B. The Bid Securities of the successful bidder will be retained until the successful bidder has entered into an agreement with the Owner for the Project, whereupon the Bid Security will be returned. If the successful proposer fails to enter into an agreement within the number of days set forth herein, the Owner will annul its selection and its Bid Security will be forfeited.
