NEWARK LIGHT RAIL ANTENNA REPLACEMENT PROJECT NJ TRANSIT is requesting Proposals from qualified consulting firms to provide a secure and reliable Distributed Antenna System (DAS) for the Newark Light Rail (NLR) system. The scope of the project includes but is not limited to engineering, design and all incidentals necessary to install a complete and fully integrated interoperable communications system. Question Deadline 03/01/2024 at 11:00 AM ET All inquiries and requests for clarifications regarding the Contract Documents shall be submitted in the space provided in the electronic proposal file on NJ TRANSITS electronic bidding website The communication systems will consolidate all desired radio services onto a single RF distribution system to increase radio coverage and deliver the capability for true interoperable communications for NJ TRANSIT. All firms submitting Proposals for this project must have related experience of a similar magnitude. NJ TRANSIT is requesting Proposals from firms with the intention of awarding a contract to the firm whose qualifications and Proposal are most advantageous to NJ TRANSIT, price and other factors considered. This platform is the only method to submit a Proposal for this project; hard copy or emailed Proposals will not be accepted. Note: To increase download speeds of submitted Proposals, a Proposal has a total MAXIMUM upload limit of 70MB. Each upload line has a maximum limit of 10 MB. NJ TRANSIT may not award a Contract unless the Proposer has provided to NJ TRANSIT a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of the Treasury, as required by N.J.S.A. 52:32-44, for itself and any named Subconsultant(s). In addition, Subconsultants shall not engage in the performance of any work under this Contract without a valid business registration certificate. This project is also subject to the Diane B. Allen Equal Pay Act (N.J.S.A. 34:11-56.13 et seq.) concerning the reporting of compensation and hours worked by employees categorized by gender, race, ethnicity, and job title. The successful Proposer will be required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 regarding Equal Employment Opportunity laws and regulations. NJ TRANSIT further requires that its Consultants agree to take all necessary and responsible steps in accordance with N.J.A.C. 17:13-1.1 to ensure Small Business Enterprise (SBE) / Disabled Veteran-Owned Business (DVOB) have an equal opportunity to participate in the performance of this Contract. A zero percent (0%) SBE/DVOB Goal has been assigned to this project. Pursuant to N.J.S.A. 2A:44-143 to 147, as amended, and N.J.A.C. 16:72-2.3 the Contractor to whom the Contract is awarded shall furnish a Performance and Payment Bond equal to one hundred percent (100%) of the Contract price to secure fulfillment of the Contractor's obligations specified in the Contract.
