Sealed proposals will be received by the Colbert County Emergency Management Agency for Asbestos Abatement to the Old TVA Infirmary for the New Colbert County Emergency Operations Center in accordance with bid documents prepared by Robert W. Whitten Architect, LLC. A cashier's check or bid bond payable to The Colbert County Commission in an amount not less than five (5) percent of the amount of the bid must accompany the bidder's proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract. Bids must be submitted on proposal forms furnished in the bid documents. All bidding General Contractors must be licensed under the provisions of TITLE 34, Chapter 8, Code of Alabama, 1 975 and must show evidence of license by displaying their current license number on the outside of the proposal's sealed envelope. Bids will not be opened without the license number visible. The owner reserves the right to reject any or all proposals and waive technical errors if, in the owner's judgment, the best interests of the owner will be promoted. Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder's state of domicile, as the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts. Every request for such interpretation should be in writing addressed to the architect at 118 E.
