Site work and renovation of a service station / car wash facility in Port Saint Lucie, Florida. Completed plans call for the renovation of a service station / car wash facility; and for site work for a service station / car wash facility.

The intent of the City is to procure the services of one (1) qualified State of Florida Licensed General Contractor related to the replacement of the emergency generator at City of Port St. Lucie City Complex Building B. The scope of the project is to replace the existing diesel generator servicing Building B with a diesel generator that will serve Building B and the Chiller Plant. This project is part of a FEMA grant (attached as "Exhibit A"), the construction must be completed by September 30, 2024. The Contractor shall install Owner furnished equipment: 1,000kW diesel generator with sub-base tank, enclosure and platform with stairs; 1600A generator distribution switchboard; 1200A service entrance enclosed circuit breaker; 1200A automatic transfer switch, 800A service entrance enclosed circuit breaker and 800A automatic transfer switch. All this equipment will be on the exterior of the building. The Owner furnished equipment is anticipated to arrive on or before July 4, 2024. The City will be filing for the building permit and it is expected to be in hand before this contract award. The Contractor shall remove a 5,000-gallon exterior above ground fuel tank; 600kW diesel generator with sub-base tank and enclosure; exterior 800A automatic transfer switch and exterior 225A automatic transfer switch. The Contractor shall provide conduit and conductors from the generator to the generator distribution switchboard, and from the generator distribution switchboard to the new automatic transfer switches, and other equipment as required for a complete working back-up electrical system. At Building B, the Contractor shall revise services from FPL Transformer as required for the new automatic transfer switch. The Contractor will revise internal feeders from the main service panel to existing distribution switchboards to coordinate with the new whole building backup automatic transfer switch and removal of branch automatic transfer switches. The Chiller Plant is currently not on a generator backup. The FPL secondary service will be intercepted to connect to the service entrance enclosed circuit breaker and automatic transfer switch ahead of the Chiller Plant main switchboard. The Contractor shall provide empty conduits and a pull box from the generator distribution switchboard to an area outside the generator yard to accommodate future connections. A temporary generator will be required and provided by the Contractor, backup power for Building B must be available throughout construction. The concrete equipment pads shall be provided for the new generator, generator distribution switchboard, transfer switches (as required) and service disconnects (as required). Removal of the existing concrete pads in the generator yard will be required. The walls of the generator yard will need to be extended, either with masonry or steel. Sidewalk removal and replacement will likely be required depending on routing of new underground conduits. The Contractor shall prepare a construction plan, coordinated with Generator vendor (Kohler) and Engineer for start-up and commissioning of the new generator and transfer switches. The City of Port St. Lucie reserves the right to reject any and all proposals, to waive any and all informalities or irregularities, to negotiate with any qualified Proposers, and to accept or reject all or any part of any proposal as it may deem to be in the best interest of the citizens of the City.
