The City of Lincoln (City) is seeking the services of an architecture firm (consultant), licensed in the State of California, to provide design services for the reorganization of City Hall. The selected firm will be contracted with the City of Lincoln but managed by CSG Consultants. Lincoln is located approximately 29 miles northeast of Sacramento and is one of the fastest growing cities of similar size in the State. It has a population of approximately 51,000 people. City Hall was built in 2008 and is a four-story building of about 60,000 square feet located in the downtown area of the City. The building is resident to both City departments and a regional government agency including as follows (each floor is about 15,000 square feet in size): o First Floor: City Manager, Human Resources, City Attorney, City Clerk, Finance & misc. o Second Floor: Community Development Department, storage rooms, and rest rooms. o Third Floor: City Council Chambers, Engineering, IT/GIS, and a large storage room and restrooms. o Fourth Floor: Offices for the Western Placer Unified School District. The overarching goal of this endeavor is to relocate the City Council Chambers (Chambers) from the Third Floor to the First Floor. However, the City is willing to consider other configurations that may locate Chambers to another location other than the First Floor. In 2016, a Council Chambers Relocation Study was performed to consider several options for relocating the Chambers. The Study is included in the RFP.
